HomeMy WebLinkAboutCity Council Minutes 06-13-2006 SpecialAdopted Minutes Special Council Meeting June 13, 2006 Mayor Johnson called a Special Meeting to order in Medicine Lake Rooms A and B, 3400 Plymouth Boulevard, on June 13, 2006 at 5:43 p.m. COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Stein, Slavik, Willis, and Black. ABSENT: Councilmember Bildsoe. STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt, Park and Recreation Director Blank, Financial Analyst Kohn, Public Works Director Cote, and City Clerk Paulson. Greenhouse Gas Proiect Public Works Director Cote discussed the greenhouse gas project that was authored by Carleton College student, Karina Hill, and reviewed by the Environmental Quality Committee (EQC). He noted that there are many noble causes and efforts with the Resolution that was approved by the EQC, but it could potentially conflict with other Council priorities, directives, or the EOC's work plan. Motion was made by Councilmember Slavik, and seconded by Councilmember Willis to accept the report and take no action. Some of the Councilmembers indicated that the City already does many of the initiatives contained in the Resolution. Councilmember Black stated that could be the case, but she felt there were ways to further commit to some of the initiatives. A Substitute Motion was made by Councilmember Black, and seconded by Councilmember Stein to support the resolution contained in the packet and place it on the June 27 Council agenda for consideration. The Council discussed the Resolution with staff and made a number of changes to the wording of the Resolution, and the following motions were made and approved: Motion made by Councilmember Black, and seconded by Mayor Johnson to amend the third "Whereas" of the Resolution to state "Whereas the global warming is inap rt the effect of human activities and natural systems that affect the world's climate." With all members voting in favor, the motion carried. Adopted Council Minutes Special Meeting of June 13, 2006 Page 2 of 2 As requested by Councilmember Willis and without objection, the words "ordinances, policies" were added to the fourth "Whereas." Motion was made by Councilmember Stein, and seconded by Councilmember Hewitt, to remove "Now, Therefore be it Resolved" paragraph and `Be it Further Resolved" paragraph to state, `Be it resolved that because Plymouth firmly believes in environmental quality as a necessity to providing a high quality of life to its citizens, the City of Plymouth will endeavor to the extent practical to conserve energy and reduce greenhouse gas emissions in its governmental operations and buildings and encourage its citizens to take steps to reduce their own greenhouse gas emissions and promote energy conservation."
