HomeMy WebLinkAboutCity Council Minutes 04-18-2006 Special 1Adopted Minutes Special Council Meeting April 18, 2006 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. at City Hall, 3400 Plymouth Boulevard, on April 18, 2006. COUNCIL PRESENT: Mayor Johnson, Councihnembers Hewitt, Black, Slavik, Stein, Bildsoe (arrived at 6:30 p.m.), and Willis. ABSENT: None. STAFF PRESENT: Community Development Director Hurlburt, Public Works Director Cote, Park and Recreation Director Blank, and Planning Manager Senness. PLANNING COMMISSION PRESENT: Chair Holmes, Commissioners Weir, Musliner, and Murdock. ABSENT: Commissioners Clyman, Neset, and Anderson. ALSO PRESENT: Craig Scherber and Greg Korstad. Bus Tour of Northwest Plymouth The Council and Planning Commission boarded a bus to tour the Northwest Plymouth area as it relates to updating the Comprehensive Plan for this area. Golf Courses/Land Use Planning Process Councilmember Bildsoe arrived. Following the bus tour, the meeting continued at the Public Safety Training Room. Community Development Director Hurlburt stated Mayor Johnson had requested that a brief discussion on the land use planning process as it relates to golf courses be added to this evening's agenda. She stated in the packet materials, staff included the report dated March 15, 2006 that was prepared for the March 21, 2006 Special Meeting, the draft of golf course talking points from March 30, 2006, and a draft letter for residents surrounding the golf courses. A discussion was held on golf courses in the Northwest Plymouth area, and Craig Scherber, representing the Elm Creek Golf Course, indicated that they don't intend to Adopted Council Minutes Special Meeting of April 18, 2006 Page 2 of 3 keep this property as a golf course forever. Eventually, they would convert this property to a residential use. Councilmember Stein suggested that the Council have a discussion on all three golf courses in the City and the tools available to the City whether or not the properties are maintained as golf courses. Mayor Johnson stated she doesn't feel there would need to be a separate process for the golf courses if there is no interest in a public golf course. Councilmember Willis stated no one is advocating a public golf course as the City wouldn't be able to afford it. He stated eventually some of the golf courses would be converted to a residential use. Councihnember Stein stated the Council needs to have a discussion on zoning for golf courses as well as a Comprehensive Plan update on golf courses. Councilmember Slavik referred to the draft letter for residents surrounding golf courses, and she stated these properties are too different. Therefore, they shouldn't all be included in one letter. She asked if there could be a way to bring Holly Dale Golf Course into one discussion. Community Development Director Hurlburt replied the main concern is sending out the letter right now. She stated staff recommended a report for the Council that would list options for golf courses, both pros and cons. She noted that after the Council receives that report, they could still have a public meeting on the golf courses. She stated that the more immediate issue for Mr. Scherber are the proposed maps for the area. Mr. Scherber commented that he also doesn't want to be "held to the fire" that there won't be a golf course in the future. Councilmember Bildsoe suggested that the golf course issues be raised through the normal planning process. The correspondence that the Council received from the Hollydale Golf Course was an "FYI." Mayor Johnson stated that the owner of Elm Creek Golf Course desires residential guiding on this property in the future. Since there is higher density adjacent to the golf course, it would make sense to guide the property residential. Motion was made by Councilmember Hewitt, and seconded by Councilmember Bildsoe to not schedule a public meeting on golf courses at this time, but the Council has correspondence from Hollvdale Golf Course as a course of action for the Comprehensive Plan. The Council would discuss golf courses in general at a specific time in the context of the Comprehensive Plan. Adopted Council Minutes Special Meeting of April 18, 2006 Page 3 of 3 Councilmember Slavik added that when the Council discusses golf courses, the Council still needs to discuss Hampton Hills as a policy discussion. There being no further discussion on the motion and with all members voting in favor, the motion carried. Adiournment Mayor Johnson adjourned the meeting at 7:30 p.m. andra R. Paulson, City Clerk
