HomeMy WebLinkAboutCity Council Minutes 12-11-2007 SpecialAdopted Minutes Special Council Meeting December 11, 2007 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on December 11, 2007. COUNCIL PRESENT: Mayor Slavik, Councilmembers Willis, Hewitt, Stein, Bildsoe, Black, and Murdock (arrived at 6:40 p.m.). STAFF PRESENT: City Manager Ahrens, Community Development Director Juetten, Public Works Director Cote, Park and Recreation Director Blank, Police Chief Goldstein, Support Services Supervisor Cox, Finance Manager Bursheim, City Attorney Knutson, and City Clerk Engdahl. Presentation on Tax Increment Financing Representatives from Ehlers and Associates, Inc. discussed a management review and analysis for Tax Increment Financing Districts located within the City. City Manager Ahrens added that the Council would be discussing who the City should use, as its bond counsel at the update with the City Manager on January 8, 2008. Multiple Animal Licenses Report Police Chief Goldstein and Support Services Supervisor Cox discussed how complaints are handled by the Police Department regarding multiple animals on properties and dangerous dogs. It was decided that there is no need to change the City Ordinance on how these situations are handle, but staff needs to provide more public information to the residents (i.e. article in the Public Safety Extra, brochure for new residents). Outlots Report Community Development Director Juetten discussed the report regarding outlots. He noted that out of the 170 outlots, 12 of them could potentially be redeveloped as they aren't zoned as open space due to a zoning change in 1996. These lots are all privately owned. The best that the City can do is to examine each redevelopment proposal and limit the development on these outlots. Thomas Switzer, 13200 57th Avenue North, requested that the Council adopt a moratorium to allow more time to address this issue. Adopted Minutes Special Meeting of December 11, 2007 Page 2 of 2 Steve Chesebrough,,11255 36" Place North, representing the Mission Ponds Homeowners Association, requested the City have guidelines in policy format on how these outlots would be handled. Staff and the Council came to a conclusion that there would be no benefit for a moratorium, but that minimizing the development of outlots at the time of redevelopment would be the best solution. Concept Plans for Hilde Performance Center Park and Recreation Director Blank discussed preliminary concept plans/options for the Hilde Performance Center. This would be approximately a $2 million project, and funding sources would need to be discussed in the future. The meeting was adjourned at approximately 6: 5 p.m. a r AEng'dahl, Oity Clerk
