October 23, 2007
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on October 23, 2007.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Stein, Murdock, Hewitt, Willis,
Bildsoe, and Black (arrived at 5:50 p.m.).
ABSENT: Councilmember Hewitt.
STAFF PRESENT: City Manager Ahrens, Administrative Services Director McGann,
Community Development Director Juetten, Housing Program Manager Barnes, and City Clerk
Engdahl.
Discussion of HousinLy Element of the Comurehensive Plan
The Council: discussed with staff the preliminary housing plan for the Comprehensive Plan . .
update. The Council suggested rewording some sections in the document pertaining to life cycle
l housing, goals for multi -family housing, defining non -family households, maintaining existing
affordable housing as a priority, referencing affordable housing barriers under the appendix' ,
including no, funding for transit), and the limited availability of funding sources outside general
property tax revenue to assist with the development of affordable housing. Comments were
made regarding the. Metropolitan Council's proposed affordable housing units in the City within
the next 10 years, which are unrealistic (the barriers are referenced in the document). The
Council requested a report from staff on how the market and interest rates affect affordable
housing prices. In addition, what the mortgage. payment would be on what would be. considered
an affordable home with a reasonable down payment.
