Special Council Meeting
August 21, 2007
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the
Medicine Lake Room, 3400 Plymouth Boulevard, on August 21, 2007.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Hewitt, Bildsoe, Stein, Willis, and
Black.
ABSENT: Councilmember Murdock.
STAFF PRESENT: City Manager Ahrens, Community Development Director Juetten,
Administrative Services Director McGann, Budget Analyst V ang, Police Chief Goldstein,
Deputy Fire Chief Hurr, Park and Recreation Director Blank, Public Works Director Cote, and
City Clerk Engdahl.
Proposed Budget and Capital Improvement Program
Administrative Services Director McGann provided an overview of the proposed biennial
budget.
The Council discussed the entire budget and based on those discussions, the following requests
and/or continents were made:
Budget:
1. Provide the Council with quarterly updates (marketing reports, occupancy rates, and
financial information) on Vicksburg Crossing as well as Plymouth Town Square.
2. The Wayzata School District and Providence Academy cover the costs of the school
resource officers. The Robbinsdale School District currently doesn't pay 100% of the
cost; however, upon contract renewal, the City will request total finding.
3. Provide maintenance costs on the six vehicles that are scheduled to be replaced in 2008
included in the Capital Improvement Program).
4. Provide a future report on whether it's a public or a staffing need for the updating of the
land use software.
5. A meeting be scheduled in the future with the Information Technology staff to discuss
their initiatives.
6. Provide a report on whether there is a cost benefit in utilizing the proposed portable
workforce (use of laptops for the Assessing Division and other divisions in the future).
7. Consider the cost, of purchasing laptops for the Council in the 2009 budget.
8. Provide a report on the $20,000 increased services request for equipment maintenance
contracts.
9. Suggestion was made to include a Public Safety Extra in the communications budget.
Staff is to provide the cost of this one time a year publication.
10. Provide a report on the social service funding requests.

11. The Plymouth Civic League has requested an additional $15,000 for Music in Plymouth.
12. Verify where the Transportation Alliance dues are allocated as well as a breakdown of
the other transportation membership dues.
13. Provide a report on the central equipment fund salaries as there appears to be a
substantial increase with the same number of employees in 2007.
14. Provide a report on the fund balances within the design engineering fund.
15. Council gave direction to staff to combine division budgets.
16. Staff is to review the general fund 3.2 malt liquor revenue account.
17. Revised organizational charts are to be included in the budget prior to adoption.
18. Staff is to review recreation fund miscellaneous revenue.
19. Council requested a general fund overview for operations year-to-date in 2007.
20. Council requested that all budget revisions have a date stamp on them.
21. Staff requested to review general fund -penalties and provide explanation.
Capital Improvement Program:
1. Provide a report on how many hits the City website receives, and how far those hits go
into the website (for example, did the user click on an agenda item after opening the
agenda?)
2. Verify with the City Attorney the funding sources for Veterans Memorial — if the fiinding
has to be provided by donations which was similar to another comm -unity (currently have
500,000 budgeted).
3. Provide sketch ideas for the Hilde Performance Center entrance and the Veterans
Memorial.
4. Provide an update on the status of the park and ride lot at the Four Seasons Mall as
discussions continue with the owner of that property.
5. Request contribution from Medicine Lake residents for milfoil treatment in 2008 and
2009. (Currently budgeting a total of $15,000 for milfoil treatment for three lakes -
5,000 each for 2008).
