Special Council Meeting
May 8, 2007
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:05
p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on March 13,
2007.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Willis, Hewitt, Murdock, Black,
Stein, and Bildsoe.

STAFF PRESENT: City Manager Ahrens, Budget Analyst Vang, Community
Development Director Juetten, Public Works Director Cote, Police Chief Goldstein,
Street Lead Person Autio, Fire Chief Kline, Park and Recreation Director Blank,
Administrative Services Director McGann, and City Clerk Engdahl.
Preliminary 2008-2009 Budget Discussion
Administrative Services Director McGann provided an overview of the process for the
new biennial budget process as well as the challenges: Comments received from the
Council included increasing the funding for the street reconstruction program, reviewing
the citizen complaint and tracking software, and concerns related to the police records
management system (LOGIS). Staff was directed give the Council a copy of the staff
report on the LOGIS at the time it was approved.
The Council scheduled the following Study Sessions:
1. August 21 at 6:00 p.m.
2. August 28 at 5:30 p.m.
3. September 4 at 6:30 p.m.
Street Sweeping Program
Public Works Director Cote and Street Lead Person Autio discussed the current street
sweeping program. A considerable amount of discussion was held on the late fall debris
on the streets just before winter and if there should be an extra sweeping to prevent that
matter from going into the storm sewer. At this time, rather than directing another street
sweep, it was suggested to educate the residents on taking apart in "cleaning up the
gutters." This wouldn't be a formal program that staff would monitor, but it would be
more self -initiated by residents. The Council directed staff to include an article in the
City's Environmental Extra regarding the need to clean the gutters.
