HomeMy WebLinkAboutCity Council Minutes 04-10-2007 BOEAdopted Minutes 2007 Board. of Appeal and Equalization April 10, 2007 The meeting of the Plymouth City Council sitting as the 2007 Board of Appeal and Equalization was called to order by Mayor Slavik at 5:36 p.m. in the City Council Chambers, 3400 Plymouth Boulevard, on April 10, 2007. COUNCIL PRESENT: Mayor Slavik, Councilmembers Hewitt, Murdock, Black, Stein, and Willis. COUNCIL ABSENT: Councilmember Bildsoe. STAFF PRESENT: City Manager Ahrens, City Assessor Bye, Senior Appraiser Olsson, Commercial Appraiser Hebert, Appraisers Kingsbury, Bowman, and VanderLinden, Part -Time Appraiser Pidde, Public Works Director Cote, Community Development Director Juetten, Administrative Services Director McGann, and City Clerk Engdahl. Donald Colleen Stauffenecker, 15510 6th Avenue North, stated his estimated market value increased from $281,300 to $320,000. He stated this valuation is too high, and he noted that homes in his neighborhood have been for sale, but they weren't sold. He requested clarification on why the valuation increased almost $40,000 in one year. Curt Swanson, of Swanson Homes, spoke of his vacant lots in the Seven -Greens neighborhood which feels are valued higher than what he's selling them for. Mary Restrepo, 3690 Weston Lane North, stated she purchased her home in 2003 for $541,475, and the 2007 estimated market value is $638,300. She explained she is a real estate agent, and she completed a market analysis on her property. Homes that are comparable to her home have sold in the $500,000 price range, and that range is where her home should be valued. She wouldn't be able to sell her home at the estimated market value. Peter Tysdal, 3015 East Medicine Lake Boulevard, voiced concern on his estimated market value increased from last year by 19.1% ($375,000 to $446,700). Hongyi Duan, 16435 43rd Avenue North, stated in the past four years, her estimated market value has increased 36%. She noted that her estimated market value is decreasing from $395,700 to 392,700; however, based on comparable homes in her neighborhood that have been for sale recently, her valuation should be approximately $380,000. An unidentified resident stated taxes should be based upon services rendered versus the estimated market value of a home. He requested the Council to work with the Legislature in changing the property tax system.
