Special Council Meeting
March 13, 2007
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:05
p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on March 13,
2007.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Willis, Hewitt, Murdock, Black,
Stein, and Bildsoe.
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Community Development Director Juetten,
Financial Analyst Kohn, Public Works Director Cote, Park and Recreation Director
Blank, City Engineer Moberg, Administrative Services Director McGann, and City Clerk
Engdahl.
Discuss Park Referendum and Use of Funds
Park and Recreation Director Blank discussed the open space and parks referendum that
was on the November 7, 2006 ballot. Voters approved the issuance of $9 million in
bonds for future acquisition of properties for the Northwest Greenway, open space, and
10th community playfield. He stated the City needs approximately $14 million to
purchase the land for these uses and with the.$9 million from the bond referendum and
the remainder coming from park dedication and community improvement funds, the City
would have $12 million to $13 million to allocate towards the purchases. He stated he
continues to negotiate with property owners, and it's a lengthy process.
The Council requested that staff provide a very brief update in the City's newsletter that
indicates that the City is negotiating with property owners for the above uses. .
Set Future. Study Sessions
The Council set the following Study Sessions:
1. May 8 at 6:00 p.m. to discuss the Street Sweeping Program.
2. May 22 at 6:00 p.m. to discuss organized garbage collection.
3. June 12 at 6:00 p.m. to receive the 2006 audit presentation
4. June 26 at 6:00 p.m. to discuss the Special Assessment Policy (interest rate
and duration of loan)
