HomeMy WebLinkAboutCity Council Minutes 03-06-2007 SpecialAdopted Minutes Special Council Meeting March 6, 2007 Deputy Mayor Bildsoe called a Special Meeting of the Plymouth City Council to order at 6:10 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on March 6, 2007. COUNCIL PRESENT: Deputy Mayor Bildsoe, Councilmembers Willis, Hewitt, Murdock, and Black. ABSENT: Mayor Slavik and Councilmember Stein. STAFF PRESENT: City Manager Ahrens, Community Development Director Juetten, Planning Manager Senness, Park and Recreation Director Blank, and Deputy City Clerk Rosenbaum. Listening Session on Hollydale Golf Course Deputy Mayor Bildsoe discussed the format to be used for this meeting would be to have those who filled out blue cards speak. He asked that the organized speakers, those representing a homeowners association, speak on behalf of the group; however, if someone would like to comment on something they agree or disagree on with something that had been said by the organized speaker, to please do so. The Council is present at this meeting to hear from citizens and he informed that the only reason that he would like to have organized speakers would be to make the meeting run smooth and in a timely fashion. Deputy Mayor Bildsoe discussed this will not be the last time this issue is discussed. The beginning processed started a long time ago and this process is only a portion of the long- term planning process. Citizens will be notified when this issue is being discussed in the future and notices will be specific relating to this issue. If citizens have comments or questions after this meeting, they can contact the Council or any of the Planning Commissioners. He informed that both rosters were available for citizens to take with them if they were interested in ways to contact any of the Council or Planning Commissioners. Community Development Director Juetten outlined a PowerPoint Presentation regarding the Comprehensive Plan Update and its progress, the Northwest Area Land Use Guide Plan, Comprehensive Plan elements, Current Land Use Guide Plan, Public/Semi- Public/Institutional (P -I) Guiding, and a Preliminary Timeline. He informed that there will be more meetings and public hearings to further discuss details. regarding the Comprehensive Plan. The Planning Commission will be a part of the planning process also and they hope to have their draft plans together by the end of this year. The final Comprehensive Plan for the City needs to be complete by the end of 2008. Adopted Council Minutes Special Meeting of March 6, 2007 Page 2 of 4 Deputy Mayor Bildsoe informed that the final plan is reviewed by the Metropolitan Council and all cities are required to establish and update a plan. At this point the meeting was now turned over to the residents for them to address the Council Terry Daily, 4905 Yuma Lane North, expressed that he was in favor of keeping the open space and against removing Hollydale Golf Course for future development. On behalf of the residents living near Hollydale Golf Course he read an e-mail that had been sent to the City on March 2, 2007. Highlights of that e-mail included the following topics: open space preservation, school and road congestion, City of Plymouth history, property values, and precedents. Robert Knudsen, 4920 Weston Lane North, expressed he believes the potential requiring of Hollydale Golf Course would reverse the current Comprehensive Plan's support for the City's parks, trails, and recreation. He does not support giving up Hollydale Golf Course for redevelopment and hopes that the Council will preserve what they have done right, and has done well. Kirsten Busse, 16827 49th Place North, informed that she was involved with drafting the letter that was e-mailed to the City and read by Mr. Daily and wanted to ask on behalf of the Courts at Nanterre Homeowners Association that the Council look at the City's long- term plans, schooling for children, road congestion, and property values. Sherri Berg, 4635 Xene Lane North, informed that she had a petition to not redevelop Hollydale Golf Course and wanted to comment that land is not needed for houses, neighbors do not need more traffic, and Schmidt Lake Road is not safe. She believes residents enjoy the open space, urban wildlife, and mature landscaping. Ms. Berg asked that the Council consider using tax dollars to help with lawsuits, if needed, to keep Hollydale Golf Course. Cathy Heck, 4925 Yuma Court North, informed that she had a petition with 282 signatures against redeveloping Hollydale Golf Course into a residential. neighborhood. She expressed she likes having the beautiful view of the golf course and the experience of the wildlife that comes from the open space. Mark Kraemer, 4715 Yuma Lane North, expressed that he has been impressed with the parks, open space, and golf courses in the City of Plymouth; however, he has lost a little faith since he believes the residents were not informed when the City was approached by the owner to purchase Hollydale Golf Course. He does not know what the legal requirements are and is unsure if this was just a rumor, but believes the residents should have been notified at that time of discussion. He hopes that the City and owner of Hollydale Golf Course can work together to keep the open space. Adopted Council Minutes t Special Meeting of March 6, 2007 Page 3 of 4 Steve Lindo, 16705 49th Place North, informed that he recently moved here and that he believes the purpose of local government is to hear residents voice their concerns. Ron Mielke, 4510 Kimberly Court North, expressed that he invested in the City of Plymouth because of the environment, open space, and quality of good living. He agrees with all speakers and is scared of other developments coming to the area. He believes adding another residential area would create more traffic congestion and hopes that the City will keep all open space areas. Greg Pulles, 4625 Xene Lane North, discussed that he believes the owners of the golf course did a great job and that it would be a shame to lose it. Maureen Modrack, 4950 Comstock Lane North, expressed that she is thankful for the staff that have helped her with all the information she has needed with respect to this issue. She discussed some of the previous city rulings and litigation and expressed that she believes the City of Plymouth has responsibilities with zoning and rezoning. She asked that the Council help maintain the zoning for Hollydale Golf Course as open green space. Dean Stinchfield, 16155 49th Place North, expressed that he values open Government and agrees with many of the comments made this evening. He wished to encourage that the Council help to protect the green space and consider what impacts on traffic and quality of life would be created if Hollydale Golf Course were taken away from the City. Gail Cullinan, 17185-C 49th Avenue North, expressed she fears that if the City opens Holly Lane again she will hear train whistles. She asked that the Council consider the issue of railroad concerns again when making the decision on Hollydale Golf Course. Deputy Mayor Bildsoe pointed out that the railroad horns are regulated by the Federal Government and citizens can contact their Congressmen to discuss that issue. Dennis Martenson, 100 Clydesdale Trail, informed that he is not a resident of Plymouth; however, he would like to encourage the Council to hold a separate hearing regarding the Elm Creek Golf Course and the access issues in that area. Chris Murray, 4465 Dunkirk Lane North, expressed that he believes the rezoning would result in kids having to change schools. He said he knows this is all about economics, but there must be a way to keep it economical. He said that this rezoning of Hollydale Golf Course would be unfair to homeowners. Becky Hsu, 4485 Garland Lane North, expressed that she believes the Council needs to consider the issue of schooling with regards to this rezoning. She informed that she had a petition from the Golfview Homeowners. Adopted Council Minutes j Special Meeting of March 6, 2007 Page 4 of 4 Paul Charchian, 4610 Jewel Lane, expressed that he would be disappointed to see the wildlife go away and to have more traffic in the area. He also expressed concern about the property values and hopes that the Council will consider keeping Hollydale Golf Course. Councilmember Hewitt expressed thanks to everyone for attending the listening session and informed that she appreciates the input regarding this long process.
