HomeMy WebLinkAboutCity Council Resolution 1997-749• RESOLUTION NO. 97-749 APPROVAL OF REVISED 1997 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) BUDGET ANn ALLOCATION OF ANTICIPATED 1998 CABG FUNDING FOR SHENANDOAH WOODS APARTMENTS WHEREAS, the Plymouth Housing and Redevelopment Authority (HRA) Board met on November 20. 1997 and held a duly advertised public hearing on December 1. 1997 to discuss the need to revise flu 1997 CDBG budget to allow for the creation of a new CDBG program activity and to reallocate funds to that activity and to two existing program activities: and. WHEREAS, the Plymouth HRA Board agreed that the need for affordable rental units in the City of Plymouth has greatly exceeded the current supply while the development of an affordable rental housing project to be known as Shemaidoah Woods Apartments is in need of additional funding to make this project feasible; and, WHEREAS. demand fot assistance to make needed home improvements has exceeded the funding ava6able in the current allocation for the CDBG Housing Rehabilitation Loan program; and, WHEREAS, additional funding is also needed to assist in the development of affordable handicap accessible housing as per a request from Community Builders; and, WHEREAS, sufficient funds exist within other program activity accounts to be reallocated within the 1997 CDBG budget to meet current urgent needs while $50,000 in anticipated 1998 CDBG budget funds would be available next year; arid, WHEREAS, the most efficient way to comply with new HUD procedures that require that the CDBG budget be increased by the amount of program income in order to expend the full amount of available CDBG fun fang, is to automatically increase the budget for an individual CDBG activity by the amount of any program income earned by that activity at the time it is earned; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF PLYMOUTH, MINNESOTA, that the revised 1997 CDBG budget, as indicated below, be approved, including funding for the new Shenandoah Woods Apartments activity of S50,000 in hurling allocated from the 1997 CDBG budget and 550,000 in funding allocated from the anticipated 1998 CDBG budget. 1. Administration K000 Totals SM.037 BE IT FURTHER RESOLVED, that any CDBG program income earned In excess of the amounts reflected in the foregoing 1997 CDBG budget, shall automatically increase the total budget and the budget for an individual CDBG activity by the amount of any program income earned by that activity at the time it is earned and the appropriate City staff is hereby authorized to submit such increases to HUD in the appropriate format.
