HomeMy WebLinkAboutCity Council Resolution 1997-623• CITY OF PLY.%IOLrFH RESOLLF11ON V7-623 APPROVING SITE PLAN AMENDMENT FOR OPUS FOR NEBCO/BVANS (AMERISERVE) FOR A 44,880 SQUARE FOOT BUILDING ADDITION AND PARKING LOT EXPANSION AT 4150 BERKSHIRE LANE NORTH (97123) WHEREAS, Opus has requested approval of a site plan arraendment to allow an expansion of the building and parking lot for Nebco/Eva-ts (AmeriServe) at 4150 Bershire Lane North; and WHEREAS the Planning Commission has reviewrd said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Opus for a site plan amendment subject to the following conditions: 1. The site plan amendment allows an approximately 44,880 square foot building addition and 45 new parking spates, in accordance with the plans received by the City on August 29, 1997 and September 17, 1997 except as amended by this resolution. 2. A drainage easement for ponding will be required to the 100 year high water elevation of the pond on the northeast corner of the site. 3. Prior to issuance of building permits, the applicant must obtain all necessary permits from the Minnesota Department of Transportation, Bassett Creek and the Army Corps of Engineers. 4. A Wetland Mitigation Plan must be approved by the City prior to issuance of building permits. 5. Hay bales must be provided around all existing and proposed catchbasins for erosion control. • • Resolution 97-623 (97123) Page 2 6. Show the concrete curb and gutter on the site plan with a double line symbol. 7. Indicate on the site plan where Type A and Type B pavements are to be used. B. The requited storm water quality treatment pond (NURP pond) has not been provided. The plan for treatment shall be submitted for review and approval. Approved treatment shall be provided for all the hard surface areas prior to issuance of building permits. 9. Standard Conditions: A. Compliance with the City Engineer's Memorandum. B. Submission of the required Financial Guarantee and Site Performance Agreement for completion of site improvements within twelve months of the date of this Resolution. C. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. D. Any subsequent phases or expansions are subject to mquirrl reviews and approvals per Ordinance provisions. E. Compliance with the Ordinance regarding the location of fire hydrants, fire lens, fire suppression and fine Ian signage. F. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. G. This approval shall expire one year after the date of approval. unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21043.09 of the Zoning Ordinance.
