RESOLUTION 97-578
DENYING LAND USE GUIDE PLAN AMENDMENT FOR PROPERTY LOCATED
IN THE NORTHWEST QUDRANT OF HIGHWAY 55 AND DUNKIRK LANE

WHEREAS, Town and Country Homes, inc. has initiated a Land Use Guide Plan
Amendment to reguide the 19.8 acre parcel located in the northwest quadrant of Highway
55 and Dunkirk Lane from C (Commercial) and LA -1 (Living Area 1) to LA -2 (Living
Area 2) and LA -3 (Living Area 3); and,
WHEREAS, the Planning Commission has reviewed the proposal at a duly called Public
Hearing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
O! -' PLYMOUTH, MINNESOTA: The proposal to amend the City's Comprehensive
Plan to reguide the property is denied based upon the following Findings of Fact:
1. The site meets all the guidelines and criteria for LA -2 guiding.
2. Under LA -2 guiding, the site could be developed to provide an appropriate transition
between the land uses on either side.
LA -2 guiding for this site would respond to the City's need for smaller housing units,
would expand opportunities for housing that may be more affordable, and would
favorably increase the variety in housing types - responding to changing
demographics as the population ages and families become smaller.
4. The reguiding of the site from C to LA -1 and LA -2 would not have adverse impacts
on the land supply, sanitary sewer system, storm sewer system, water system, or
transportation system.
5. Because of the proximity of lower density residential neighborhoods, LA -3 guiding is
too dense.
6. LA -2 guiding for the entire site has been approved by separate action.
Adopted by the City Council on October 1, 1997.
