I RESOLUTION NO. 97-51 S
ESTABLISH A MARKED BIKE LANE ON THE DESIGNATED BIKE ROUTE FROM
THE LUCE LINE TRAIL NORTH TO COUNTY ROAD 6 AND ESTABLISH A 25
M.P.H. SPEED LIMIT ON THIS SECTION OF ROADWAY
WHEREAS, a petition was received per the City's Stop Sign Policy requesting "AA -Way" stop
signs at 10 Avenue and Juneau Lane and at 14" Avenue and Harbor Lase; and
WHEREAS, a decision by the City Council on the stop sign petition was tabled from their August
69 1997 meeting in order to consider other options to address the concerns of the entire
neighborhood, i.e., residents living south of County Rad 6, west of Fernbrook Lane, north of the
Luce Line Trail, and east of Parkers Lake; and
WHEREAS, a letter and questionnaire were mailed to the residents on August 18, 1997, r questing
the residents to rate seven options for the Juneau LaneJ14" Avenue street segment south of County
Road 6 with the options being no change, install "All -Way" stop signs at 14" Avenue and Juneaa
Lane, install "All -Way" stop signs at 10 Avenue and Harbor Lane, install "All -Way" stop signs at
both intersections, close Juneau Lane at 151 Avenue, cul-de-sac 14" Avenue at the north end of
Lions Park parking lot, and cul-de-sac 141 Avenue at the south end of Lions park parking lot; and
WHEREAS, the City Council considered the questionnaires, letters, and comments received from
the neighborhood; and
WHEREAS, a public hearing was held to funther consider the concerns from the residents on
September 3. 1997; and
WrIEREAS, City staff develop an alternative to the previously considered options which addresses
many of the concerns expressed by the residents.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the City Council designate the established
bike route from the Luce Line Trail north on Harbor Lane, east on 121 Avenue, north on Harbor
Lane, west on 131 Avenue, north on Harbor Lane, northwest on 14" Avenue, and north on Juneau
Lane to County Road 6 as an on -street marked bike route with markings on both sides of the street
to create bike lanes approximately four feet wide.
BE IT FURTHER RESOLVED that the designated speed limit shall be 25 m.p.h. on this segment of
roadway as provided for by Minnesota Statutes.
Adopted by the City Council on September 3. 1997.
