HomeMy WebLinkAboutCity Council Resolution 1997-46511 CITY OF PLYMOUTH RESOLUTION 97465 APPROVING PLANNED UNIT DEVELOPMENT GENERAL PLAN AMENDMENT FOR PETER ANDREA COMPANY FOR PROPERTY LOCATED AT THE NORTHWEST CORNER OF SHENANDOAH LANE AND 22''m AVENUE (97047) WHEREAS, Peter Andrea Company has requested approval of a Planned Unit Development General Plan Amendment for 64 -unit apartment building located at the northwest comer of Shenandoah Lane and 226dAvenue; and WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Peter Andrea Company for Planned Unit Development General Plan Amendment, subject to the following conditions: 1. The Planned Unit Development General Plan amendment allows construction of 64 - unit apartment building, in accordance with the plans received by the City on April 17,1997 and June 6,1997, except as amended by this resolution. 2. The Planned Unit Development General Plan Amendment is approved based on the finding that the proposed project is consistent with the City's Comprehensive Plan, the intent of the Parkers Lake PUD and the architectural style of the surrounding area. 3. The approved colors for the project are light tan and a darker taupe in a matching hue for the siding, white for the soffit, eaves and feature boards and gray shadowed for the shingled roof. 4. Prior to issuance of building permits, the applicant shall revise the Lighting Plan to show the standard NSP residential Witem style lighting at a height consistent with the rest of the PUD. Prior to issuance of building permits, the applicant shrill revise the Site Plan to dimension parking spaces and setbacks, including handicap and van accessible spaces, building size, and the distance of the building to the property line, identify the 1:20 access for the handicap ramps, identify the location of entrance signs and identify the special paving for the parking lot crosswalk access to the private trail. 7. Prior to issuance of building permits, the applicant shall revise the plans to indicate three surface handicap parking spaces, in locations as approved by the Building Official. g. Prior to issuance of building permits, the applicant shall revise the plans to include the required notation stating: '"Ibe diameter of piping required for domestic and lawn irrigation water supply shall be no more than '/4 the diameter of the building water service. 9. Prior to isssmce of building permits, the applicant shall revise the plans to include the required notation relating to the screening of on -grade ventilation equipment. 10. Prior to issuance of building permits, the applicant shall revise the plans to include bicyclelmotorcycle parking and a loading area or provide a letter documenting that no loading area is required. 11. Prior to issuance of building permits, the applicant shall revise the plans to indicate the allowable area calculations for staff review and approval. 12. Prior to issuance of building permits, the applicant shall revise the plans to comply with the Fire Division requirements relating to spacing of fire hydrants and submittal of fire flow calculations. 13. Prior to issuance rf building permits, the applicant shall revise the plans to include the fire lane engineering detail, fire lane signage detail, temporary access roads and water supply policy, and Plymouth Fire Department notes. 14. Prior to issuance of building permits, the applicant shall revise the plans to comply with the Fire Division requirements relating to spacing of fire hydrants and Submittal of fire flow calculations. 15. Prior to issuance of building permits, the applicant shall provide the Engineering Division with a certificate of wetland exemption. 16. Prior to issuance of building permits, the plans must be revised to address window revisions and exterior veneer revisions required by the Building Code. IS. The existing trail along Shenandoah is not to be used for access or construction storage. lire developer will be responsible for repairing any damage done to the trail during construction. 19. The developer shall be responsible for a proportionate share of the on-going maintenance of common areas covered by the Mester Homeowners Association. 20. Standard Conditions: A. Compliance with the City Engineer's Memorandum. B. Compliance with Policy 79-80 regarding minimum floor elevations for new structures on sites adjacent to, or containing any open storm water drainage facility. C. Submission of the required Financial Guarantee and Site Performance Agreement for completion of site improvements within twelve months of the date of this Resolution. D. An BV2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. E. Compliance with the Ordinance regarding the location of fire hydrants, post indicator valve, fire department connection, fire lanes and fire lane signage. F. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions.
