CITY OF PLYMOUTH, MINNESOTA
RESOLUTION 97.399
AUTHORIZING THE PREPARATION OF AN AMENDMENT TO THE DEVELOPMENT
PROGRAM FOR DEVELOPMENT DISTRICT NO.7 AND TO THE TAX INCREMENT
PLANS FOR VARIOUS TAX INCREMENT DISTRICTS INCLUDED WITH THE
DEVELOPMENT DISTRICT AND CALLING FOR A PUBLIC HEARING THEREON
WHEREAS, the City of Plymouth (in "City') is authorized under Minnesota Statutes, Sections
469.124 to 469.134 (the "Development District Act') to establish and create development districts in
order to provide impetus for commercial development; to increase employment; to protect pedestrians
from vehicle traffic and inclement weather, to provide the necessary linkage between peripheral
parking facilities and places of employment and shopping; to provide off-street perking to serve the
shoppers and employees of the district; and to provide other facilities as are outlined in the
development program adopted by the governing body; and
WHEREAS, In accordance with the Development District Act, the City has by the passage of
Resolution No. 88-861, dated December 19, 1988, end Resolution No. 95-703, dated November 14,
1995, adopted and established the City of Plymouth Development Program for Development Dist•,ict
Number 7 (the "Developtttent District'); and
WHEREAS, the City hugs duly established within said Development District various tax increment
financing districts as outlined in Resonation No. 95-703 (the "TIF Districts') and has duly adopted as
increment plans (the TIF Plans') for all of said TIF Districts; and
WHEREAS, the City now proposes to modify and update the Development Program fir the
Development District and the respective budgets included in the TIF Plans for the TIF Districts to
delete certain project expenditures included therein and to add certain new project expenditures.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth, Minnesota
that:
1. The City Manager end staff of the City are hereby authorized to prepare the necessary
amendments to the Development ?mgmm for the Development District and TIF Plans
for the TIF Districts.
2. A public hearing shall be held on the amendments to the Development Program and the
TIF Plans at the regularly scheduled City Council meeting on August 20, 1997 at 7:00
p.m. The City Manager and staff of the City shall give notice of the hearing in the
manner required by low.
3. The City Manager and staff of the City shall submit the amendments to the Planning
Comm6slon prior to the public hcating for a determination that die amendments are
consisizat with the City's comprehen' i%e plan.
4. This resol.nion shall be in ILII foce and elfect from and after the date hereof.
