HomeMy WebLinkAboutCity Council Resolution 1997-252• CITY OF PLYII'IOUTH RESOLUTION 97- 252 APPROVING A SITE PLAN AND VARIANCES FOR BUILDING COVERAGE AND BU1LDlNO SETBACK AND DENYING A VARIANCE FOR A SECOND FREESTANDING SIGN FOR KENNETH STREETER AND TCF FINANCIAL CORPORATION FOR PROPERTY LOCATED NORTH OF HIGHWAY 55, SOUTH OF 3e AVENUE, AND WEST OF PLYMOUTH BOULEVARD (97027) WHEREAS, Kenneth Streeter and TCF Financial Corporation have requested approval of a Site Plan and Variances for property legally described as follows: Lots 3-6, Block 5, Plymouth Hills. WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval. NOW, THEREFORE, BE 1T HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Kenneth Streeter and TCF Financial Corporation for a Site Plan and Variances for building coveWe and building setback and does deny the Variance for a second freestanding sign, subject to the fol!owing conditions: I. This approval permits the censtrurtio-a of a 4,85( square foot back building with an attached 2,463 square fe+mt canopy for diive throt gh services, in axordance with the plans receiver! by the City on April 4, 1907 and A pril L5,1997, except as amended by this resolution. 2. All waste and recycling containers shall be storee within the buildings. 3. The landscape plan shall be revised to continue the hedge along the front of the lot on the west side of the driveway access to the site and an additional boulevard tree in the general location of the proposed monument sign along 30 Avenue. 7. The plans must be revised to show an eight -foot van access aisle, plus both architectural and civil plans must show a consistent location for the required handicep Ping 8. Standard Conditions: A. Compliance with the City Engineers Memorandum. B. Compliance with Policy Resolution 79-80 regarding minimum floor elevations for new structures on sites adjacent to, or containing any open storm water drainage facility. C. Submission of the required Financial Guarantee and Site Performance Agreement for completion of site improvements within twelve months of the date of this Resolution. D. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. E. Compliance with the Ordinance regarding the location of fue hydrants. fire lanes, and fire lane signage. F. An 81/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. G. Submission and approval of fire flow calculations prior to the issuance of building permits. H. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. I. No building permits shall be issued until a contract has been awarded for construction of municipal sewer and water.
