RESOLUTION 96- 643
ORDERING PREPARATION OF AN ENVIRONMENTAL ASESSMENT WORKSHEET
(EAW) FOR THE 97.6 -ACRE SITE OWNED BY ELIM CARE, INC. AT THE
INTERSECTION OF COUNTY 101 AND MEDINA ROAD (96137)
WHEREAS, the Minnesota Environmental Review Program Rules provide for the mandatory
preparation of an EAW for those projects that meet or exceed the thresholds contained in the
Section 4410.4300 of the Rules; and
WHEREAS, Elim Care, Inc. owns a 97.6 -acre parcel in the City of Plymouth and in response to
City requirements has prepared a Concept Plan showing a mixture of residential and industrial
development; and
WHEREAS, Elim Care, Inc. intends to develop a 348 -unit residential retirement community on
approximately 74.3 acres of their property; and
WHEREAS, Elim Care, Inc. does not intend to develop the three industrial buildings shown in
the Concept Plan on approximately 17.3 acres of their property and will sell that portion of their
property; and
WHEREAS, Elim Care, Inc. and City agree that common environmental issues affect the entire
property; and
WHEREAS, the combined residential and industrial development of the Elim Care site would
exceed the threshold in Subp. 32 of the Rules for mixed residential nrtd industrial -commercial
projects;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it hereby does determin_ than an Environmental
Assessment Worksheet shall be prepared for two projects as follows: 1) a residential project
consisting of a 348 -unit retirement community on approximately 74.3 acres and 2) an industrial
project consisting of three industrial buildings of about 190,000 square feet in size located on
approximately 17.3 acres. Further, because the Environmental Assessment Worksheet will
review two separate projects, any required mitigation will apply to each project separately.
