RESOLUTION 96 - 517
DENYING PLANNING COMMISSION REQUEST FOR PREPARATION OF A
DISCRETIONARY ENVIRONMENTAL ASSESSMENT WORKSHEET FOR PLYMOUTH
PONDS BUSINESS PARK BUII DING FOUR ON PROPERTY LOCATED NORTHWEST
OF MEDINA ROAD AND COUNTY ROAD 24 (MPUD 91-1) (96096)
WHEREAS, Plymouth Ponds Development IV, L.L.C. (Moen Leuer Construction) has requested
a MPUD Preliminary Plan for one building in the Plymouth Ponds Business Park Second
Addition located northwest of Medina Road and County Road 24; and,
WHEREAS, the Planning Commission has considered the request at a duly called Public
Hearing and recommends that a Discretionary Environmental Assessment Worksheet be
prepared for Plymouth Ponds Business Park Building Four.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does deny approval of the
preparation of a Discretionary EnviL-u-amental Assessment Worksheet for Plymouth Ponds
Business Park Build -ng Four on property located northwest of Medina Road and County Road
24, based on the following findings:
1. The project site as well as the area to the east and west have been planned for industrial and
commercial uses. As a consequence, the City constructed Medina Road to standards that
would support traffic projections based on these types and intensities of uses. Consequently,
the City Council does not believe that flarther traffic studies would show an adverse impact
for the proposed 30,000 square foot increment of development,
2. The increase in project size represents a 14 percent increase from the original 292,00 square
feet. The building coverage for the PUD is still substantially less than the City's regulations
wou! , allow (about 26 percent versus 35 percent allowed). Consequently, traffic would be
well within projections used when the City planned for Medina Road capacities,
3. The proposed project is fully consistent with City plans, regulations and policies for
wotlai,ds, water quality, parking, loading docks, building aesthetics and design and
landscaping, In addition, the project is consistent with the City's Comprehensive Plan,
Adopted by the City Council on September 18, 1996,
