RESOLUTION 96. 367
APPROVING LAND USE GUIDE PLAN AMENDMENT AND SEWER POLICY PLAN
AMENDMENT FOR LAURENT DEVELOPMENT CO. FOR PROPERTY LOCATED NORTH OF
SCHMIDT LAKE ROAD AND EAST OF VICKSBURG LANE (96017)
WHEREAS, Laurent Development Co. has requested 1) an amendment to the Sewer Policy Plan for the
addition of 61 acres to the Metropolitan Urban Service Area and shifting the 61 acres from the Elm Creek
Sewer District (EC -16) to the Northwest Sewer District (NW -15) and 2) an amendment to the Land Use
Guide Plan reclassifying the 61 acres from LAR (Rural Density/Agriculture!) to LA-1(Low Density
Residential) for property located north of Schmidt Lake Road and east of Vicksburg Lane; and,
WHEREAS, in 1983, the City of Plymouth approved the creation of the 103 -acre Silverthorne Planned
Unit Development, including these 61 acres; and,
WHEREAS, construction of Schmidt Lake Road between Fernbrook Lane and Vicksburg Lane and
construction of the water main to serve a new water tower are scheduled for 1996 in the City's Capital
Improvement Program and development of this property would help facilitate the construction of Schmidt
Lake Road and the water main through the dedication of right-of-way for the road; and,
WHEREAS, the Planning Commission has reviewed this request at a duly called Public Hearing and
recommends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Laurent
Development Co. for:
1) an amendrnent to the Sewer Policy Plan for the addition of 61 acres to the Metropolitan Urban Service
Area and shifting the 61 acres from the Elm Creek Sewer District (EC -16) to the Northwest Sewer
District (NW -15) and
2) an amendment to the Land Use Guide Plan reclassifying the 61 acres from LAR (Rural
Density/Agricultural) to LA -1 (Low Density Residential) for property located north of Schmidt Lake Road
and east of Vicksburg Lane.
FURTHER, that in keeping with the City's Housing Goals Agreement under the term" of the Metropolitan
Livable Conununities Act, that the minimum density for development of this site be set at two units per
acre of upland.
FURTHER, approval of the Land Use Guide Plan Amendment is contingent upon, and subject to, the
required review and response by the. Metropolitan Council.
