RESOLUTION NO. 96- 364
WHEREAS, on November 14, 1995, the Plymouth City Council elected to participate in the
programs established under the Metropolitan Livable Communities Act and on December S.
19950 it approved a Livable Communities Housing Goals Agreement with the Metropolitan
Council; and
WHEREAS, the Metropolitan Livable Communities Act requires that each city participating in
the programs under the Act must submit to the Metropolitan Council by June 30, 1996, a
housing action plan that specifies the actions to be taken by the City to implement its Livable
Communities Housing Goals; and
WHEREAS, the Metropolitan Council has indicated that the Housing Implementation Program
of a city's Comprehensive Plan can serve as the city's housing action plan; and
WHEREAS, the City's current Housing Plan and Housing Implementation Program were
adopted in 1986 and need to be up -dated in response to state statute and current conditions and
requirements; and
WHEREAS, affordable and life -cycle housing is needed by Plymouth residents anu persons
working and expected to work in the city; and
WHEREAS, the City's Comprehensive Plan calls for the City to provide opportunities for a
variety of quality affordable housing for persons of all income levels; and
WHEREAS, a revised Housing Plan and Housing Implementation Program is necessary in
meeting the objectives stated above; and
WHEREAS, the Plymouth Planning Commission held a public hearing on May 28, 1996, to
consider public input on the revised Plan and Implementation Program and recommended
adoption by the City Council; and
WHEREAS, the revised Plan and Implementation Program have been drafted in accordance
with the Minnesota Metropolitan Land Use Planning Act;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA, that it rescinds the existing Housing Plan and
Housing Implementation Program of the City's Comprehensive Pian, and adopts in their place
the revised Housing Plan and Housing Implementation Program dated June 19, 1996.
BE IT FURTHER RESOLVED, that the staff is directed to submit the revised Housing Plan
and Implementation Program to the Metropolitan Council for its review.
