HomeMy WebLinkAboutCity Council Resolution 1996-361• CITY OF PLYMOUTH RESOLUTION NO. 96 - :.51 DIRECTING STAFF TO PLAN AND EVPLEMENT A COMMUNITY TRANSIT FIXED ROUTE CIRCULATOR TO BEGIN OPERATIONS BETWEEN THE DATES OF AUGUST 1, 1996 AND OCTOBER 1. 1996 WHEREAS, prior to October 1, 1995 Metro Mobility Service was operating in Plymouth and paid for by the region; and WHEREAS, due to budget deficits in the Metro Mobility Program the Metropolitan Council, in the summer of 1995, proposed to eliminate Metro Mobility service in Plymouth and other cities; and WHEREAS, after negotiations between Plymouth and the Metropolitan Council an agreement was reached whereby all Metro Mobility service into Plymouth would be paid by the region and all Metro Mobility service out of and within Plymouth would be paid by Plymouth Metrolink and the City of Plymouth; and WHEREAS, the recently adopted Suburban Transit Association legislation identified as Laws of Minnesota for 1996, Chapter 455, Section 4, the "Local Levy Option Act" stipulates that within the ADA area Metro Mobility will remain a state obligation; and WHEREAS, Plymouth Metrolink does not presently operate an off-peak fixed route service that would make Plymouth an area requiring ADA mandated Metro Mobility service; and WHEREAS, until such a service is implemented the Metropolitan Council is under no obligation to flrlly fund Metro Mobility services for Plymouth; and WHEREAS, the implementation of an off-peak fixed route service would make Plymouth an ADA mandated area for complimentary paratransit service and would require Poll operation and funding of such a service by Metro Mobility. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA; The City Council hereby direct staff to plan and implement a community transit fixed route circulator to begin operations after the regional transit "snapshot" date of August 1, 1996 and before October 1, 1996. W RESOLUTION NO. 96 - 361 Page 2 BE IT FURTHER RESOLVED that City staff is hereby directed to begin discussion with the Metropolitan Council as soon as possible regarding the resumption of full Metro Mobility funding by the Metropolitan Council after circulator service implementation. Adopted by the City Council on June 26, 1996.
