RESOLUTION 96. 346
APPROVING A MIXED PLANNED UNIT DEVELOPMENT PRELIMINARY
PLAN/PLAT, FINAL PLAN/PLAT AND CONDITIONAL USE PERMIT FOR
LAUKKA-WILLIAMS PARKERS LAKE LOCATED AT THE NORTHEAST
QUADRANT OF VICKSBURG LANE AND SHENANDOAH LANE ON 25TH
PLACE N. (96065)
WHEREAS, Laukka-Williams Parkers Lake lois requested approval of a Mixed
Planned Unit Development Preliminary Plan/Plat, Final Plan/Plat and Conditional Use
Permit for the development of approximately 4.28 acres located at the northeast
quadrant of Vicksburg Lane and Shenandoah Lary on 25th Place N.;
The property is more specifically described as:
Lots 11-23, Block 1, Lots 1-3, Block 2 and Lots 1-12, Block 3, Parkers Lake 11th
Addition, Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called
Public Hearing and recummends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve
the request of Laukka-Williams Parkers Lake for a Mixed Planned Unit Developme.it
Preliminary Plan/Plat, Final Plan/Plat and Conditional Use Permit, subject to the
following conditions:
1. The approved MPUD Preliminary P1an/PlLt, Final Plant/Plat and Conditional Use
Permit is for Parkers Lake North 12th Addition, according to the plans received by
the City on May 31, 1996, except as amended by this resolution. The plan is for
46 attached dwelling units in 14 buildings.
2. Development Standards:
A. 20 -foot front yard setback
B. 5 -font side yard setback
C. 10 -foot side yard setback to zer) lot line buildings
D. 15 -foot setback to Outlot D (thr trail outlot)
E. 32 percent maximum lot coverage
F. 22 -foot parking space in front c f each garage
3. Standard Conditions:
A. Compliance with the City Engineer's Memorandum.

B. Compliance with Policy Resolution 79-80 regarding minimum floor
elevations for new structures on sites adjacent to, or containing any open
scorn water drainage facility.
C. Submission of the required Financial Guarantee and Site Performance
Agreement for completion of site improvements within twelve months of
the date of this Resolution.
D. Any subsequent phases or expansions are subject to required reviews and
approvals per Ordinance provisions.
E. Compliance with the Ordinance regarding the location of fire hydrants,
fire lanes, and fire lane signage.
F. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted
prior to the release or reduction of any site improvement bonds per City
Policy.
G. Submission and appi: val or fire flow calculations prior to the issuance of
building permits.
H. The permit is subject to all applicable codes, regulations and ordinances,
and violation thereof shall be grounds for revocation.
I. Park dedication fees have been satisfied with prior development
approvals for the Pakers Lake North PUD.
J. The Developer shall hold the City and its officers, employees, and
agents harmless from claims made by itself and third parties for damages
sustained or costs incurred resulting from plat approval and
development. The Developer shall indemnify the City and its officers,
employees, and agents for all costs, damages or expenses which the City
may pay or incur in consequence of such claims, including attorneys'
fees.
K. No building permits shall be issued until the Final Plat is filed and
recorded with Hennepin County.
L. No building permits shall be issued until a contract has been awarded for
construction of municipal sewer and water.
M. Submittal of required utility and drainage easements as approved by the
City Engineer prior to filing the Final Plat.
N. Compliance with regulations regarding handicapped parking spaces and
access.
O. Final Plat mylars shall refer to MPUD 83.1.
P. Appropriate legal documents regarding Homeowners Association
documents, covenants and restriction as approved by the City Attorney
shall be filed with the Final Plat.
