HomeMy WebLinkAboutCity Council Resolution 1996-322CITY OF PLYMOUTH RESOLUTION NO.96-322 POSTPONING ACTION ON CLOSING SOUTH SHORE DRIVE AND INITIATING ADDITIONAL SAFETY MEASURES IN THE SOUTH SHORE DRIVE AREA. Whereas, residents of South Shore Drive have expressed concern about safety conditions along South Shore Drive from Peninsula Drive east to the intersection with 13th Avenue; and, Whereas, the City of Plymouth has previously caused two speed humps to be installed to slow traffic in the area; and, Whereas, the City Council finds that closing of South Shore Drive at the Bassett Creek Bridge may cause additional safety problems at other locations in the area; and, Whereas, additional safety measures are nevertheless needed to improve safety along the east -west segment of South Shore Drive -dire to the presence of two liquor establishments in the area and because of increasing pedestrkm and bicycle traffic in the area; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH THAT: 1. The City of Medicine Lake be requested to reconsider installation of all -way stop signs at the intersection of Peninsula Drive and South Shore Drive. 2. That the City of Medicine Lake be requested to consider approval of the installation of necessary advance warning signage in Medicine Lake for a speed hump to be located in Plymouth just east of the boundary between the City of Plymouth and the City of Medicine Lake approximately adjacent to the east side of the Medicine Lake City Hall. 3. That the City of Medicine Lake be requested to consider closing the easterly access to the main Country House parking lot which accesses the east -west segment of South Shore Drive. 4. That the City of Medicine Lake consider joining Plymouth in endorsing the development of a trail around the east side of Medicine Lake, continue to participate with Hennepin Parks in the planning and design of a trail along the South Shore Drive corridor, and cooperate with the necessary approvals for the portion of the trail within its city limits. This resolution does not request the City of Medicine Lake to provide funding for the trail. 5. That the City of Medicine Lake and the City of Plymouth jointly consider additional speed humps be installed: 1) at the east side of Medicine Lake City Hall; 2) between 10320 and 10314 South Shore Drive; and 3) between 10210 and 10128 South Shore Drive no later than July 17, 1996; and further that joint cooperative consideration be giver to installation of speed humps and appropriate signage on the north/south segment of South Shore Drive. 6. That the State Commissioner of Transportation be requested to evaluate the need for a lower speed limit at the Bassett Creek Bridge pursuant to Minnesota Statute 169.16. If the Commissioner does not agree to lower the speed limit at the bridge, then warning signs and an advisory speed limit shall be posted adjacent to the bridge. 7. That the Parks and Recreation Department and the Public Works Department be directed to continue the planning and designing of a trail in cooperation with Hennepin Parks and the City of Medicine Lake for construction in 1997; that the Public Works Department be directed to consider any needed road reconstruction and related improvements in the area in conjunction with the trail project; and that consideration be given to making the Bassett Creek Bridge a one lane bridge to provide adequate trail access to the bridge and promote further traffic calming along South Shore Drive. 8. That the Public Works Department and the Public Safety Department review and analyze the safety of pedestrians crossing South Shone Drive in the vicinity of South Shore' Park and adjacent apartment units and make any recommendations for improvements of the safety in this area by July 24, 1996. 9. That any action on the closing of South Shore Drive at Bassett Creek Bridge be postponed until the July 24, 1996 when Staff will provide a progress report on all aspdxts of this resolution. 10. That the City Council or a subcommittee thereof will be willing to meet in June with the City Council or a subcommittee of Medicine Lake to discuss the recommendations in this resolution. 11. That the Plymouth Public Works Department and the Public Safety Department review, analyze, and make a recommendation on a crosswalk near 10th Avenue and the park.
