CITY OF PLYMOUTH
RESOLUTION %-273
APPROVAL OF AMENDMENT NO. I TO THE AGREEMENT WITH
NATIONAL SCHOOL BUS SERVICES, INC. FOR
PLYMOUTH METROLINK AND DIAL -A -RIDE SERVICES
VJHEREAS, The City of Plymouth under the Minnesota Transit Demonstration Project
commonly known as "Opt -Out.' has initiated the Plymouth Metrolink and Plymouth Dial -A -
Ride Transit Programs; and
WHEREAS, The City annually submits an application to the Metropolitan Council for the
funding required for the provision of such programs; and
WHEREAS, the City Council has been apprised of the proposed progtam for the calendar year
of 1996, including its funding implications; and
WHEREAS, Resolution No. 95-234 authorized the Mayor and City Manager to enter into
contractual agreements with National School Bus Service. Inc. for the provision of transit
services for Plymouth Metrolink from March 27, 1996 through March 26.2000; and
WHEREAS, during the lifetime of this contract new vehicles will be provided on an agreed
upon schedule; and
WHEREAS, Plymouth Metrolink xishes to provide assurance that these vehicle costs are
considered "capita expenditures" under generally accepted accounting principles for a
governmental agency; and
WHEREAS, Plymouth Metrolink has been working with National School Bus Service, Inc, on
a contract amendment providing for a lease term greater than 75% of the estimated economic
life of the vehicles.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA: That it should and hereby does authorize the Mayor
and the City Manager to enter into a Amendment No. 1 to the contractual agreement with
National School Bus Service. Inc, for operation and management of the Plymouth Metrolink
and Dial -A -Ride systems thereby ensuring the continued use of regional transit bond proceeds
to pay for the deprecation costs of the vehicles provided by private providers for the Plymouth
Metrolink and Dial -A -Ride systems required certification.
