WHEREAS, Hennepin County has provided the City with a list of nonconservation properties,
including parcels 22-118-22-23-0006, 24-118-22-42-0012, 26-118-22-21-01130
26-118-22-24-0018, and 26-118-22-24-0019, which have become tax forfeit as a result of
nonpayment of property taxes and/or special assessments; and
WHEREAS, in accordance with the City Council's Tax Forfeit Land policy, each parcel has
been reviewed; and
WHEREAS, parcels 22-118-22-23-0006 and 24-118-22-42-0012 are unbuildable; and
WHEREAS, parce124-118-22-42-0012 contains a drainage ditch, and both parcels serve a
public purpose by providing for stonm water drainage; and
WHEREAS, parcels 26-118-22-21-0113, 26-118-22-24-0018, and 26-118-22-24-0019 abut
West Medicine City Park, owned by the City of Plymouth. All or a portion of each of the
paroels lies below the 100 year flood elevation for Medicine Lake. These parcels would serve
a public purpose by providing an access -way from the adjacent residential area into West
Medicine Lake Park; and
WHEREAS, the City's Water Resource Engineer has identified wetlands on the parcels:
22-118-22-23-0006
24-118-22-42-0012
26-118-22-21-0113,
26-118-22-24-0018,
and 26-118-22-24-0019
Low quality wetlands denoted on the City Wetland Map,
as well as on the National Wetland Inventory (PEMCd).
High quality wetlands cover approximately 25 percent of the
northwest corner of this site as indicated on the City Wetland
MAP.
Almost 100 percent of these parcels is high quality wetlands as
indicated on the City Wetland Map and the National Wetland
Inventory (PFOlcd).

NOW TEMMORE, BE rP RESOLVED by the City Council of the City of Plymouth that it
hereby:
1. Disagrees with the nonconservation classifications made by the Board of County
Commissioners of the parcels of land described and believes that the parcels should be
classified as conservation property,
2. Declares such parcels to be unbuildable from a zoning and city core perspective, and
3. Requests conveyance to the City of Plymouth for the public uses shown below:

BE IT FURTHER RESOLVED that the City Council certifies that it does not know of any
wells located on the property.
