HomeMy WebLinkAboutCity Council Resolution 1995-759CITY OF PLYMOUTH RESOLUTION NO. 95- 759 RESOLUTION AUTHORIZING SUBMISSION OF DRAFT HOUSING GOALS AGREEMENT TO THE METROPOLITAN COUNCIL PURSUANT TO THE METROPOLITAN LIVABLE COMMUNITIES ACT WHEREAS, in 1995, the Minnesota Legislature adopted the Metropolitan Livable Communities Act (MLCA) to create incentives for developing communities is the Twin Cities Metropolitan Area to include a full range of housing opportunities for affordable and life -cycle housing, to implement compact and efficient development, to interrelate development or redevelopment and transit, and to interrelate affordable housing and employment growth areas; and WHEREAS, on November 14, 1995 the Plymouth City Council adopted a resolution electing to participate in the Local Housing Incentives Account Program under the MLCA during calendar year 1996; and WHEREAS, to be eligible to apply for funding from the Metropolitan Livable Communities Fund in 1996, a metropolitan municipality must negotiate to establish affordable and life -cycle housing goals for the city by December 8, 1995, to be adopted by the Metropolitan Council after holding a public hearing by January 15, 1996; and WHEREAS, to fulfill this requirement, the City of Plymouth has developed a Draft Housing Goals Agreement which contains goals for affordability, life -cycle housing and density of new housing to be developed within the City between 1996 and 2010; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that the Mayor is authorized to sign the certification of the Draft Agreement and staff is hereby directed to submit it to the Metropolitan Council.
