HomeMy WebLinkAboutCity Council Resolution 1995-669CITY OF PLYMOUTH RESOLUTION 95-669 AUTHORIZING SUBMISSION OF THE CITY OF PLYMOUTH'S APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR COMMUNITY DEVELOPME-7 BLOCK GRANT (CDBG) FUNDING FOR FISCAL YEAR 1996 AND ADOPTING THE 1996 ACITON PLAN COMPONENT OF THE CITY'S CONSOLIDATED PLAN WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development for 1996 funding for the Community Development Block Grant Program; and WHEREAS, on October 19, 1995, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 1996 CDBG program and adoption of the 1996 Action Plan Component of the City's Consolidated Plan; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the Action Plan and proposed activities and program amounts for Fiscal Year 1996; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby adopts the Consolidated Plan Action Plan for 1996 and directs the City Manager to submit to the U.S. Department of Housing and Urban ( Development the application and all required documents including the Action Plan for participation in the Fiscal Year 1996 Community Development Block Grant Program for the following projects in the respective proposed amounts: 1. Housing Rehabilitation Grant/Loans $103,000 a. Administration of Activity $ 18,000 b. Grants/loans to homeowners $ 85,000 2. Affordable Housing Assistance & Development Program 73,500 a. Administration of Activity $ 6,000 b. Housing Assistance $ 67,500 3. Hammer Residences 30,000 4. Greater Minneapolis Day Care Association (GMDCA) 23,500 5. Westcnka Community Action Network (WeCAN) 79500 6. Community Action Suburban Hennepin (CASH) 71500 7. Park and Recreation Department Low Income Scholarships 5.000 8. Training & Resources to Attain Individual, Long-term Success (TRAILS) 2,000 9. Administration 52.000 Total $3049000 BE IT FURTHER RESOLVED, that any CDBG funds granted from HUD in excess of $300,000, be allocated as follows, 1546 to the TRAILS program and the remaining 85 % to the Affordable Housing and Development Program.
