HomeMy WebLinkAboutCity Council Resolution 1995-336• RESOLUTION 95 - 336 APPROVING CONDITIONAL USE PERMIT FOR THE EXPANSION OF A NON- CONFORMING USE, MASTER SITE PLAN AMENDMENT, AND SITE PLAN FOR HENNEPIN COUNTY FOR THE ADULT CORRECTIONAL FACILITY (95024) WHEREAS, Hennepin County has requested approval of a Conditional Use Permit for the expansion of a non -conforming use, Master Site Plan Amendment and Site Plan for the Adult Correctional Facility for property located at 1145 Shenandoah Lane. The property is more specifically described as: That part of Government Lot 4, Section 28, Township 118, Range 22 and of Government Lot 1, Section 33, Township 118, Range 22 lying southerly of the center line of CSAR 6; westerly of the renter line of Shenandoah Lane and northerly of the railroad right-of-way, except roads in Property I.D. number 33- 118-22-22-0003, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF ( THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Hennepin county for a Conditional Use Permit for the expansion of a non -conforming use, Master Site Plan Amendment, and Site Plan for property located at 1145 Shenandoah Lane, subject to the following conditions: 1. A Conditional Use Permit is hereby granted for the expansion of a non- conforming use. The building expansion is to accommodate the facilities needed by the existing inmate population. The expansion does not include facilities f^r additional inmate population. The request meets the standards for expansion of non -conforming uses. 2. The Master Site Plan shall be in compliance with the plans dated March 31, 1995. A total of 601 beds or a maximum of 601 inmates, and 239,900 square feet of structure is approved. 3. The old Women's Building may be used for office purposes only. A coveoam shall be filed on the property prohibiting the use of the old Women's building for the housing of inmates (beds). 4, Site Plan approval is granted for a 30,000 square -foot addition for the Programs and Services Center and an 18,000 square -foot addition to the industry building in accordance with the plans submitted on Manch 31, 1995. 5. Submittal of a Site Improvement Performance Agreement prior to issuance of building permits. d. Compliance with the requirements of the Fire Division. 6. The normal work week for the industry building shall be Monday through Friday. 11mited overtime hours may be scheduled on Saturdays. 7. The industry programs shall be restricted to inmates housed in this complex. Inmates from other detention facilities may not be brought to this site to work in the industry building.
