CITY OF PLYMOUTH
RESOLUTION NO. 95- 305
RESOLUTION AUTHORIZING STAFF TO ISSUE BUILDING PERMITS FOR THE
ARMSTRONG HIGH SCHOOL ATHLETIC/PHYSICAL EDUCATION COMPLEX
LOCATED AT 10635 36TH AVENUE NORTH
WHEREAS, on August 29, 1994, the Plymouth City Council adopted Resolution 94-
511 approving the site plan amendment, conditional use permit and variance for
Independent School District 281 to allow construction of a proposed athletic/physical
education complex to be located at Armstrong High School, 10635 36th Avenue North;
and
WHEREAS, prior to commencement of construction of the athletic complex, the
unauthorized and unexpected actions of a subcontractor resulted in the unfortunate and
unplanned loss of trees on the site; and
WHEREAS, Independent School District 281 has worked closely with the Plymouth
City Council, City Staff and Residents to develop a reforestation plan and revisions to
the site plan to mitigate against the unfortunate loss of trees;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that staff is hereby authorized to approve building
permits for the athletic complex, subject to the following agreements that have been
reached between Independent School District 281 and the City of Plymouth:
1. The site plan shall be modified as shown on plans dated May 22, 1995 and
presented to the City Council on May 24, 1995, which indicate that a practice field
located to the west of the football stadium shall be move north approximately 65
fejt, with a berm to be added south of the field, thereby providing additional
buffering for the residences to the south.
2. The landscaping plans shall be modified to include the reforestation plan dated May
22, 1995 and presented to the City Council on May 24, 1995.
3, Independent School District 281 and its contractors shall coordinate all reforestation
plantings with the City Forester and shall utilize City tree planting specifications.
4. Independent School District 281 will guarantee replanting of any reforestation
plantings that may die during the second year after planting, following expiration of
the guarantee provided by the nursery and the contractor.

5. Independent School District 281 will hold bi-weekly informational meetings with
( residents during the construction process to keep them informed about the project
and construction schedules.
6. Independent School District 281 will, by August 15, 1995, initiate preparation of
the Traffic management Plan required by the Conditional Use Permit, and complete
the plan by September 1, 1995.
7. Independent School District 281 will ensure that the general contractor will have a
foreman present at all times on the site, and that there will be daily supervision
through its architect during all work near the perimeter of the site.
B. In addition to the requirements of the conditional use permit to have litter picked up
by 11:00 a.m. following game days, Independent School District 281 will hold
spring -end fall cleanup days to control litter in the area surrounding the school.
