PROPOSED BY ISD 284 (WAYZATA) AND THE CITY OF PLYMOUTH FOR
WAYZATA HIGH SCHOOL
WHEREAS. the City Council has reviewed an Environmental Assessment Worksheet
(EAW) for Wayzata High School on May 2, 1995; and,
WHEREAS, pursuant to the Minnesota Environmental Quality Board (EQB) Rule No.
4410.4500, the 2nvironmental Review Process, the City of Plymouth, as the
Responsible Go, •ernment Unit submitted an Environmental Assessment Worksheet
(RAW) for the development to the BQB on March 6, 1995; and,
WHEREAS, the 30 -day comment period ended on April 12, 1995 and all comments
and recommendations received from reviewing agencies have been considered; and,
WHEREAS, a Record of Decision has been prepared determining that the proposed
development does not represent a potential for environmental impacts of such
significance that an Environmental Impact Statement would be required;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does ndake a
Negative Declaration on the Need for an Environmental Impact Statement (>BS) for the
proposed Wayzata High School for ISD 284, based on the Record of Decision Bated
April 24, 1995 and subject to the following conditions:
1. Compliance with all statements in the Record of Decision.
2. ISD 284 shall convey drainage and ponding easements to the City that will
encumber all wetlands on the site and Elm Creek.
3. ISD 284 shall mitigate the wetland loss at a minimum 2:1 replacement ratio.
4. The proposed development shalt include construction of on-site basins, for storm
water treatment that meet the National Urban Runoff Program (NURP) water
quality guidelines as well as the MPCA's Beat Management Practices Manual
and City of Plymouth's water quality requirements.
S. ISD 284 shall sign an agreement with the City for future maintenance of the
storm water treatment ponds in accordance with standard City policy.
6. Strict adherence to the City's Erosion Control Ordinance shall be met.
