No. 93 -259 WHEREAS, legislation (SF 1570) has been introduced in the Minnesota Senate which would freeze the property tax levy in 1996 at the 1995 level; and WHEREAS, SF 1570 would also prohibit Plymouth from issuing bonds for trails and open space acquisition this year, even if the voters specifically approve of the bonds at a May 23rd referendum; and WHEREAS, SF 1570 would not adequately provide for the continuing growth of the City and the necessary services related to that growth; and, WHEREAS, SF 1570 would generally remove local control over tax and spending decisions for local services; and, WHEREAS, the City of Plymouth has not raised actual taxes paid by property owners for City services for the last two years and does not require legislative mandates to control taxes at the local level. NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Plymouth, Minnesota does hereby state its opposition to SF 1570 for these reasons and urges Plymouth area legislators to oppose this legislation.
