HomeMy WebLinkAboutCity Council Resolution 1995-234CITY OF PLYMOUTH ( RESOLUTION 95 - 234 APPROVAL OF A CONTRACT WITH NATIONAL SCHOOL BUS SERVICES, INC. FOR PLYMOUTH METROLINK AND DIANA -RIDE SERVICES WHEREAS, The City of Plymouth under the Minnesota Transit Demonstration Project commonly kmown as "Opt -Out, ° has initiated the Plymouth Metrolink and Plymouth Dial -A - Ride Transit Programs; and WHEREAS, The City annually submits an application to the Metropolitan Council for the funding required for the provision of such programs; and WHEREAS, the City Council has been apprised of the proposed program for the first six months of 1995, including its funding implications; and WHEREAS; the staff is currently preparing the required application to the Metropolitan Council for the funding required for the provision of such programs for the last six months of 1995; and WHEREAS; the City Council approved the Transit Application for the first six months of t 1995 for the Metropolitan Council as contained in the staff report dated February 24, 1995 by the adoption of Resolution No. 95-154 on March 7, 1995; and WHEREAS; Resolution No. 95-154 authorized the Mayor and City Manager to enter into contractual agreements with the Metropolitan Council, the MCTO, and National School Bus Service, Inc. for the provision of transit services for 1995 for Plymouth Metrolink through June 30, 1995; and WHEREAS, the City of Plymouth implemented changes to the Metrolink system on September 26, 1994; and WHEREAS, pursuant to Resolution No. 94-656 approved by the Plymouth City Council on October 17, 1994, the City of Plymouth and the MCTO agreed to an extension of existing contract 93-000-071 from the expiration date of October 16, 1994 through March 26, 1995 with no rate changes; and WHEREAS, pursuant to Resolution No. 95-193 approved by the Plymouth City Council on Manch 21, 1995, the City of Plymouth and the MCTO agreed to a new contract from March 27, 1995 through July 31, 1997 for the provision of large buses in the Metrolink System; and WHEREAS, the small buses presently being provided by National School Bus Service, Inc. as a subcontractor to the MCTO will now be provided via a separate contract with the City and this five year contract provides for a total operating rate per revenue service hour for mini - coaches or small buses provided by National School Bus Service, Inc. of $37.13 per hour initially to a maximum of $39.40 per hour in the fourth year; and Resolution No. 95- 234 APPROVAL OF A REVISED CONTRACT WITH THE MCTO FOR PLYMOUTH METROLINK SERVICES Page Two WHEREAS; during the lifetime of this contract new vehicles will of provided on an agreed upon schedule. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNC. OF THE CITY OF PLYMOUTH, MINNESOTA: That it should and hereby does authorize the Mayor and the City Manager to enter into a contractual agreemwit with National School Bus Service, Inc, for the provision of mini -etches or small buses for transit services for Plymouth Metrolink and Plymouth Dial -A -Ride the period from March 27, 1995 through March 26, 2000 based on the contract prices detailed below: Adopted by the City Council or.
