RESOLUTION AGREEING TO THE PARTICIPATION
OF THE CITY OF PLYMOUTH
IN THE ELM CREEK CLUSTER PLANNING PROCESS
WHEREAS, the Metropolitan Council has adopted its Regional Blueprint which sets directions for
shaping the future of the Twin Cities metropolitan region and for ensuring that regional investments
are made in a fiscally sound manner that achieve the Council's objective of providing needed regional
services and facilities at minimum cost to taxpayers; and
WHEREAS, the Regional Blueprint creates a framework for collaboration and partnership among
citizens and local governments in the region to address the pressing issues facing the region, and
WHEREAS, the Regional Blueprint encourages concurrent planning for at least land use, sewer
facilities and transportation when making regional investments; and
WHEREAS, die Regional Blueprint promotes a flexible cluster planning process whereby local
communities and other governmental entities can work together to resolve issues of regional concern in
ways that aro tailored to the needs and concerns of those Involved; and
WHEREAS, the Metropolitan Council has conditioned its approval of further design and construction
1 of the Elm Creek Interceptor, which represents a significant regional investment, on a cooperative
effort by the Council and affected local communities to address significant regional issues associated
with construction of the interceptor, and
WHEREAS, the Metropolitan Council and the Cities of Brooklyn Park, Maple Grove and Plymouth
have Identified five regional issues to be addressed and have developed a cluster planning work
program which recognizes and builds upon the currently existing planning achievements by the
Individual cities and which sets forth the regional issues to be resolved and the goals and tasks to be
achieved through the cluster planning process;
NOW THEREFORE, the City of Plymouth hereby resolves to make a good faith effort to participate
cooperatively and in partnership with the Cities of Brooklyn Park and Maple Grove and the
Metropolitan Council in a cluster planning process, to address the identified regional issues and to use
Its best efforts to perform the tasks and achieve the goals outlined in the attached cluster planning work
plan; and,
BE IT FURTHER RESOLVED, the City of Plymouth hereby requests that the Metropolitan Council
authorize Metropolitan Council Wastewater Services staff to continue design work for the Elm Creek
Interceptor,
