Special Council Meeting
February 9, 2010
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Conference Room, 3400 Plymouth Boulevard, on February 9, 2010.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Johnson, Murdock, Bildsoe, Willis,
Black, and Stein (5:45 p.m.).
ABSENT: None.
STAFF PRESENT: City Manager Ahrens, Services Director Portner, Community Development
Director Juetten, Public Works Director Cote, City Assessor Hebert, Appraiser Supervisor
Olsson, and City Clerk Engdahl.
City Assessor Update
The Council discussed with City Assessor Hebert current trends with assessed value for
residential and commercial/industrial properties. Appraiser Supervisor Olsson summarized the
parcels appraised for the 2010 assessment. She stated property inspections are performed by the
appraisal staff throughout the year. The inspections consist of new construction permits, Quintile
review, miscellaneous building permits and various inspections for classification of value issues.
The Quintile review begins in January and State law mandates that 20% of all existing property
be inspected.
Councilmember Willis asked what are other options for staff if they are unable to inspect homes.
Appraiser Supervisor Olsson replied staff utilizes the Minnesota Listing Service (MLS) and other
sources to determine the fair assessed value.
Councihmember Willis asked if staff has considered using an added value to the property if they
are unable to access the property. Appraiser Supervisor Olsson stated that option has never been
a practice of the City, and it's an option that was used by some cities many years ago, but isn't
being used currently by any entity that she's aware of. She stated this option could have
ramifications with the Department of Revenue regarding equalization between similar property
types.

Set Future Study Sessions
The Council scheduled the following Study Sessions:
1. March 9 at 5:30 p.m., discussion of issues with Hennepin County Sheriff Stanek.
2. April 6 following the Board of Equalization, quarterly update with the City Manager.

Mayor Slavik adjourned the meeting at 6:32 p.m.
