RESOLUTION 94-656
APPROVAL OF PLYMOUTH MBTROL.VM CONTRACT EXTENSION WITH
MC11O AND M SUBCONTRACTOR, NATIONAL SCHOOL BUS COMPANY. INC.
WHEIIEAS, The City of Plymouth under the Minnesota Transit Demonstration Project
commonly known as 'Opt -Out,' has Initiated the Plymouth Metrolink and Plymouth DW -A -
Ride Transit Programs; and
WHEREAS, The City annually submits an application to the Regional Transit Board for the
Ponding required for the provision of such programs; and
WHEREAS, the City Council has been apprised of the proposed program for 1994, including
its funding implications; and
WHEREAS; the staff is currently preparing the required application to the RegirAW Transit
Board for the flrnding required for the provision of such programs in 1995; and
WHEREAS; the City Council approved the 1994 Transit Application for the Regional Transit
Board as contained In the staff report dated March 16, 199.E by the adoption of Resolution No.
94-165 on March 21,1994; and
WHEREAS; Resolution No. 94165 authorized the Mayor and City Manager to entow into
contracoW agreements with the Regional Transit Board and MTC, and the MTC has entered
into a contract with National School Bus Company as the subcontractor to the MTC for the
provision of transit services for 1994 for Plymouth Metrolink through July 310 1994; and
WHEREAS; pursuant to Resolution No. 94-453 approved by the Plymouth City Council on
August 1, 1994, the City of Plymouth and the MTC now known as MCTO (Metropolitan
Council Transit Operations) agreed to an extension of existing Contract 93-000-071 tram the
expiration date of July 31, 1994 th--ough September 25, 1994 with no rate change:; and
WHEREAS; this contract initially was approved by the Plymouth City Council on July 19,
1993 by the adoption of Resolution No. 93-3% thereby agreeing to provide transit servioes to
the City of Plymouth from Aujust 1, 1993 through July 31, 1994 based on a total operating
rate per ravmuue hour for large buses provided by the MTC in the amount of $95.34 per hour
and a total rate per revenue hour for the subcontracted smaller buses, or mW -coaches provided
by National School Bus Company in the amount of $76.68 per hour for operating costs and
$20.81 per hour for capital costs; and
WHEKBAS, pursuant to Resolution No, 94-370 approved by the Plymouth City Council on
September 19, 1994, the City of Plymouth and M agreod to an extension of existing
Contract 934000-071 from the expiration date of September 25, 1994 tingh October 160
1994 with no rate changes; and

WEEMMAS, the City of Plymouth implemented changes to the Metrolink system an September
26, 1994; and

large bum provided by MCTO of $102 per hour, and a total me per revenue hour for the
oboonnacted smaller bwes provided by Natiooal School Bus Company in the amount of
$77.00 per hour for operatistg coats and $11.40 per hour (or $6,366 per mouth) for capital
coats for a total of $88.40 per revenue hour, and
WE EREAS; doing the'ifWme of this extended contract new and/or newer vehicles nay be
provided on an agreed upon schedule.

CITY OF PLYMOUTH, MINNBSOTA: That it should and hereby does authorize the Mayor
and the City Manager to enter into an exten ion of the comncbW agreemamts with MCTO and
National School Bus Company as an approved subcontractor fbr the provision of transit
services for the period ham October 17, 1994 through March 269 1995 based on the contract
