General Authority, Tie authority to establish and amend all compensation policies and programs for the City shall reside solely with the City Council. All authorized compensation policies and programs shall be contained solely to the City's Personnel Policy or approved contracts with burg amity. The City Council shall, at MW cm time per year, receive and review recammadetlons by the City Munger for revishons in the various salary ranges based upon changes in varlats economic factors. In addition, the City Council shall receive and review a report on the saluy nutation of all employee: in relation to their respective salary ranges at the time of the annual budget review by the City L%uncil. Tie City Council shall also review the City'a Personnel Policy at hast one time eacb year and receive a report from the City Manager on the value of the City's benefit programs.
