RESOLUTION NO. 93-776
ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS
1994 STREET RECONSTRUCTION PROGRAM
CITY PROJECT NO. 401
WHEREAS, Resolution No. 93-707 of the City Council adopted the 1st day of November.
1993, fixed a date for a public hearing with respect to certain streets in
Maintenance Districts 11 and 15: All streets between 25th Avenue, 30th Avenue, west
of Dunkirk Lane and generally east of Merrimac Lane; and also 25th Avenue between
Dunkirk Lane and County Road 101; 27th Avenue and 28th Avenue: between Niagara Lane
and Fernbrook Lane; Vicksburg Lane: from Schmidt Lake Road to County Road 47 shown
in the 1993 Pavement Management Biannual Update; and
WHEREAS, the proposed project includes the reconstruction of streets by the
installation of bituminous pavement, repair or installation of concrete curb and
gutter, and all necessary appurtenances; and
WHEREAS, ten days published notice of the hearing through two weekly publications of
the required notice was given and the hearing was held thereon the 6th day of
December, 1993, at which time all persons desiring to be heard were given an
opportunity to be heard thereon;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. Such improvement is hereby ordered as proposed in the Council
resolution adopted November 1, 1993 or amended herein.
2. The City Engineer and/or Short -Elliott -Hendrickson, Inc. is
designated as engineer for the improvement. They shall prepare
plans and specifications for the making of such improvement.
3. The project includes:
A. The reconstruction, curb repair or installation of new
concrete curb and gutter on:
Vicksburg Ln. from Schmidt Lake Rd. to Co. Rd. No. 47
27th Ave. from Fernbrook Ln. to Niagara Ln.
28th Ave. from 27th Ave. to Niagara Ln.
25th Ave. from Dunkirk Ln. to Co. Rd. No. 101
Holly Ln. from 25th Ave. to approx. 160 feet north
Kimberly Ln. from 30th Ave. N. to cul-de-sac
Kimberly Ln. from 29th Ave. N. to cul-de-sac
Jewel Ln. from Holly Ln. to 30th Ave. N.

Necessary improvements to the storm drainage will be made where feasible.

4. The following shall be done during the plan preparation for the
25th Avenue, Dunkirk Lane to County Road 101 improvements:
A. Additional analysis shall be done on including "speed humps."
B. The Police Department shall do selective radar enforcement to
reduce speeding.
C. Public Safety and Engineering shall consider the need for
additional stop signs because of speeding.
D. The property owners shall be notified when the design plans
are completed.
