HomeMy WebLinkAboutCity Council Resolution 1993-692CITY OF PLYMOUTH RESOLUTION NO. 93-692 A RESOLUTION AUTHORIZING FORMATION OF A PLYMOUTH FIRE DEPARTMENT HAZARDOUS MATERIAL RESPONSE TEAM WHEREAS, numerous public and private transportation vehicles carry hazardous materials and common commodities through the City of Plymouth daily and thousands of gallons of gasoline and cubic feet of natural gas pass through pipelines within the City; and WHEREAS, the City of Plymouth contains numerous manufacturing and industrial facilities which utilize hazardous chemicals in their operation; and WHEREAS, an accident involving such conveyancing vehicles, pipelines or facilities could literally become a community catastrophe; and WHEREAS, the City of Maple Grove also has exposure to similar catastrophic occurrences within its city limits; and WHEREAS, the Councils of the two cities, as well as the officials of their Fire Departments, have conferred regarding each community forming a hazmat response team consisting of trained and equipped individuals for the purpose of combating the disastrous effects of a hazardous materials incident; and WHEREAS, each city desires to explore a joint working relationship to provide the two cities the most efficient method of dealing with hazardous materials incidents; and WHEREAS, the Plymouth Fire Department is prepared to embark on a program establishing a hazmat team that would ultimately work with Maple Grove's hazmat team so as to accomplish the following: 1. Provide a force of specially trained personnel. 2. Limit redundancy of expensive and infrequently used equipment and to consolidate resources. 3. Enable ongoing training and personnel to be used in the most efficient manner; and WHEREAS, the City Council deems it advisable to proceed toward establishing a Hazmat team within the Fire Department. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth, Minnesota as follows: RESOLUTION NO. 93-692 • A. The Fire Chief, Richard C. Kline, together with the supervisory staff of the Fire Department are authorized to go forward with the formation of a hazardous materials response team formed within the Plymouth Fire Department. B. Said Officials are further authorized to develop a joint powers agreement with the City of Maple Grove wherein efficient protection for the two communities will be supplied at a reasonably affordable expense to each. C. Said Officials shall prepare draft regulations for the Hazmat team so as to set forth financing methods as well as operational methods for accomplishing its most efficient manner of operation, all of which shall be submitted to the City Council for approval. D. Members of a Hazmat team for the City of Plymouth shall not consist of more than thirty (30) members of the Fire Department, all of whom shall be selected based upon their meeting qualifications and standards of the National Fire Protection Association and OSHA guidelines. Each member of said response team shall undergo appropriate training as established by a Hazmat team coordinator selected by the Fire Chief. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCEL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does authorize the Mayor and City Manager to execute this resolution authorizing the formation of a Plymouth Fire Department hazardous material response team, and approves a joint powers agreement between the City of Plymouth and the City of Maple Grove.
