HomeMy WebLinkAboutCity Council Resolution 1993-633CITY OF PLYMOUTH RESOLUTION 93 - 633 APPROVING THE FINDINGS OF FACT SUPPORTING A NEGATIVE DECLARATION ON THE NEED FOR AN ENVIRONMENTAL IMPACT STATEMENT FOR THE CARLSON CENTER 12TH AND 13TH ADDITIONS (93019) WHEREAS, the Project is a retail development on approximately 47 acres of land in the cities of Plymouth and Minnetonka, Minnesota. Proposed land uses total 322,177 square feet in building area. The total building area proposed for the Plymouth portion of the property includes a 124,996 square foot Wal-Mart, 27,100 square feet of retail shops, and 23,500 square feet for restaurant use. The proposed use in the Minnetonka portion of the property is a 146,581 square foot Sam's Wholesale Club. The total parking supply is 1,990 spaces. The Project proposer is Carlson Real Estate Company. The Project site is part of the Carlson Center, a 328 acre mixed use development. The proposed Project is on Areas 13, 16, and 18 of the Carlson Center; and, REAS, pursuant to the Minnesota Rule No. 4410.4500, the co -Responsible Governmental Units (co-RUGs), the cities of Plymouth and Minnetonka, initiated preparation of a discretionary Environmental Assessment Worksheet (EAW) to determine if the Project has the potential for significant environmental effects; and, WHEREAS, an EAW was prepared to assess potential impacts of the Project. The EAW was sent to the Environmental Quality Board (EQB) on July 26, 1993, and a public notice appeared in the EOB Monitor on August 2, 1993. Copies of the EAW were mailed to all the agencies and organizations on the EQB Official Distribution List. The thirty -day public comment period ended on September 1, 1993; and, WHEREAS, during the 30 -day comment period on the discretionary EAW prepared on the Project, the following agencies submitted written comments to the RGU on the EAW: • Minnesota Historical Society • Metropolitan Council • Minnesota Department of Natural Resources • Minnesota Pollution Control Agency WHEREAS, it has been determined that: A. The proposers of the project have responded to the comments received by the agencies noted above in a manner which is acceptable to the City, if the project is to proceed, as noted in the attachment to this resolution. • RESOLUTION NO. 93-633 File 93019 EAW, Page 2 B. The projeet does not have the potential for significant environmental effects as it pertains to the Environmental Quality Board Review program. C. The preparation of an Environmental Impact Statement on this project is not required. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that the EAW is accepted as adequate and is place on file with a determination that there will be no significant environmental effects from the project.
