RESOLUTION NO. 93-396
APPROVAL OF PLYMOUTH METROLINK CONTRACT EXTENSION WITH THE
MTC -AND ITS SUBCONTRACTOR, MORLEY/NATIONAL SCHOOL BUS COMPANY, INC.
WHEREAS, the City of Plymouth under the Minnesota Transit Demonstration
Program, commonly known as "Opt -Out," has initiated the Plymouth Metrolink and
Plymouth Dial -A -Ride Transit Programs; and
':WHEREAS, the City annually submits an application to the Regional Transit
Board for the funding required for the provision of such programs; and
WHEREAS, the City Council has been apprised of the proposed program for 1993,
including its funding implications; and
WHEREAS, the staff is currently preparing the required application to the
Regional Transit Board for the funding required for the provision of such
programs in 1994; and
WHEREAS, the City Council approved the proposed 1992 Transit Application to
Regional Transit Board as contained in the staff report dated October 16, 1991
by the adoption of Resolution No. 91-685 on October 21, 1991; and
WHEREAS, Resolution No. 91-685 authorized the Mayor and City Manager to enter
into contractual agreements with the Regional Transit Board AND MTC, and the
MTC has entered into a contract with Morley/National School Bus Company as a
subcontractor to the MTC for the provision of transit services for 1992 for
Plymouth Metrolink; and
WHEREAS, pursuant to a letter from the MTC dated January 12, 1993 to the
Regional Transit Board, the MTC agreed to an extension of existing Contract
No. 90-000-021 from the expiration date of March 31, 1993 to June 30, 1993
with no rate changes; and
WHEREAS, this contract extension provided for a total rate per revenue hour
for large buses provided by the MTC in the amount of $111.99 per hour, and a
total rate per revenue hour for the subcontracted smaller buses provided by
Morley/National School Bus Company in the amount of $99.55 per hour; and
WHEREAS, this contract extension was in the best interest of the Plymouth
Metrolink System and provided staff additional time to evaluate RFP's that
initially called for new service contracts to start June 1, 1993; and
WHEREAS, on April 19, 1993 the City Council adopted Resolution No. 93-202
authorizing the Mayor and City Manager to enter into an extension of the
contractual agreements with the Regional Transit Board, MTC, and
Morley/National School Bus Company as an approved subcontractor for the
provision of transit services for the period of time from April 1, 1993
through June 30, 1993 based on current contract prices with no rate changes;
and

WHEREAS, in the process of negotiating a one year contract extension, it was
determined that it was in the best interest of all parties involved if the
extended contract could be extended for an additional one month period with no
rate change; and
WHEREAS, pursuant to a letter from the MTC dated June 14, 1993 to the City of
Plymouth, the MTC agreed to an extension of the existing Contract No. 90-000-
021 from the amended expiration date of June 30, 1993 to July 31, 1993 with no
rate changes; and
WHEREAS, this contract extension provided for a total rate per revenue hour
for large buses provided by the MTC in the amount of $111.99 per hour, and a
total rate per revenue hour for the subcontracted smaller buses provided by
Morley/National School Bus Company in the amount of $99.55 per hour; and
WHEREAS, on June 21, 1993 the City Council adopted Resolution No. 93-335
authorizing the Mayor and City Manager to enter into an extension of the
contractual agreements with the Regional Transit Board, MTC, and
Morley/National School Bus Company as an approved subcontractor for the
provision of transit services for the period of time from July 1, 1993 through
July 31, 1993 based on current contract prices with no rate changes; and
WHEREAS, pursuant to a subsequent letter from the MTC dated June 24, 1993 to
the City of Plymouth, the MTC agrees to an extension of the existing contract
90-000-021 with certain rate changes resulting in overall cost reductions; and
WHEREAS, this contract extension provides for a total operating rate per
revenue hour for large buses provided by the MTC in the amount of $85.34 per
hour, and a total rate per revenue hour for the subcontracted smaller buses
provided by Morley/National School Bus Company in the amount of $76.68 per
hour for operating costs and $20.81 per hour for capital costs.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should, and hereby does: Authorize the Mayor and
City Manager to enter into an extension of the contractual agreements with the
Regional Transit Board, MTC, and Morley/National School Bus Company as an
approved subcontractor for the provision of transit services for the period
from August 1, 1993 through July 31, 1994 based on the contract prices
detailed above.
