HomeMy WebLinkAboutCity Council Resolution 1993-229CITY OF PLYMOUTH RESOLUTION NO. 93-229 RESOLUTION SUPPORTING THE ELM CREEK INTERCEPTOR FACILITY PLAN AND ITS INCLUSION IN THE METROPOLITAN WASTE WATER TREATMENT AND HANDLING IMPLEMENTATION PLAN WHEREAS, an Elm Creek Interceptor Facility Plan has been completed for the Metropolitan Waste Control Commission; and WHEREAS, the Commission held a public hearing on this proposed facility on April 21, 1993 at 7:00 p.m. at the Maple Grove City Council Chambers; and WHEREAS, this facility plan was initiated in response to the MWCC's System Improvement Study which indicated that growth in the planning area would exceed Metropolitan capacity between 2006 and 2010 and that a majority of the corridor available for the interceptor construction would be covered by the year 2000; and WHEREAS, the Elm Creek Interceptor Plan establishes the best method of providing both Metropolitan and local sanitary sewer service to the 105 square mile Elm Creek Watershed through the year 2050; and WHEREAS, in developing the recommended plan, consideration was given to demographics, economics, environmental features, and the goals for the MWCC, Metropolitan council and local communities; and WHEREAS, population forecasts for the northwest sector and for the communities in the Elm Creek study area indicate a 90.000 population increases by the year 2010; and WHEREAS, construction of the Elm Creek Interceptor Facility is necessary to meet the waste water conveyance needs of up to 130,000 new residents; and WHEREAS, an analysis of critical timing issues indicated that certain segments of the Elm Creek Interceptor System need to be completed by 1997 for T.H. 610/Brooklyn Park development, by 1998 for Maple Grove development, by 1999 for Brooklyn Park interceptor capacity, by the year 2000 for Maple Grove north interceptor system capacity, by 2001 for Medina/Plymouth trunk system capacity; and WHEREAS, timely installation of interceptor facilities is necessary to reduce capital expenditures for right-of-way acquisition and cost of construction. NOW. THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY.OF PLYMOUTH, MINNESOTA: 1. The City of Plymouth supports the recommended Elm Creek Interceptor Facility Plan comprehending the construction of a gravity sanitary sewer interceptor to Medina from the CAB Interceptor by the year 2000. 2. The City of Plymouth supports and requests the Metropolitan Council to amend the Metropolitan Waste Water Treatment and Handling Implementation Plan to incorporate the Elm Creek Interceptor Facility Plan. Adopted by the City Council on May 3, 1993. 0
