HomeMy WebLinkAboutCity Council Minutes 12-11-2012 SpecialAdopted Minutes Special Council Meeting December 11, 2012 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine Lake Room, 3400 Plymouth Boulevard, on December 11, 2012. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Stein, Johnson, and Black. ABSENT: Councilmember Bildsoe. STAFF PRESENT: City Manager Ahrens, Police Chief Goldstein, Administrative Services Director Callister, Parks and Recreation Director Evans, and City Clerk Engdahl. Board and Commission Interview Process The Council went through the list of vacancies for the boards and commissions and directed staff to contact only the applicants who are interested in those vacancies. The Council will be conducting board and commission interviews on January 15 at 6:00 p.m. A discussion was held on the role of the Human Rights Committee. It was noted that there has been dissention amongst the members of the committee, and some of the members don't support having councilmembers serve on this committee. In addition, one member doesn't support the committee submitting an annual work plan to the Council. Mayor Slavik asked staff if park and recreation could take on more of the programming/ educational functions of the committee, such as the essay contest. Park and Recreation Director Evans replied staff could do the educational segment as they currently do a lot of programming with the youth tag group. Mayor Slavik stated the Police Department takes care of issue and complaints, and if Park and Recreation took care of the programming/educational functions, perhaps only a task force would be necessary if there would be an issue to be studied. Councilmember Willis stated the Human Rights Committee should be a group to improve communication and interpersonal relationships. The Council should decide how to deal with interpersonal relationships before restructuring the committee. If the squabbles continue on this committee in 2013, it's not a functioning committee. Police Chief Goldstein, who recently resigned from the Human Rights Committee, stated he served on the committee the last two years, and the committee never seemed to move along. He stated the Police Department has a bias related crimes and response plan in place. He suggested there be an ad hoc committee when there needs to be an issue addressed. With the recent essay contest, there was a lot of staff time committed to this project, and only two essays were received. The Council requested staff to provide a report on what other cities are doing with human rights committees and work plans. Adiournment Mayor Slavik adjourned the meeting at 7:05 p.m. Sandra R.
