SUBJECT: Accessory Building Height
At the August 27, 2013 meeting, the City Council directed staff to research building
heights and scheduled a study session on this topic due to complaints received regarding
the height of the garage under construction at 2730 Black Oaks Lane.
Current Plymouth Regulations:
The Plymouth Zoning Ordinance defines building height as:
Building Height: The vertical distance from the average of the highest and lowest point
of grade for that portion of the lot covered by the building to the highest point of the roof
for flat roofs, to the roof deck line of mansard roofs and to the mean height between
eaves and ridge for gable, hip, and gambrel roofs.
This building height definition applies to all buildings within the City of Plymouth.
The residential zoning districts (except the FRD) restricts accessory building height, as
follows:
For accessory buildings 120 square feet or less: 10 feet
For accessory buildings over 120 square feet: 15 feet
No accessory building can exceed the height of the the principal building.
Other Communities' Regulations:
Staff surveyed several other communities and found some variation both in accounting
for varying roof styles and in accounting for grades changes.
The accessory building height regulations from other cities' ordinances follows.
Bloomington:
Definition: The height of structures, buildings and towers is determined by measuring the
vertical distance from the lowest proposed ground elevation that abuts the structure,

building or tower to the highest point on any part of the structure, building or tower,
including rooftop equipment, antennas and lighting rods.
Maximum Building Hgeight: 40 feet or the height of the principal structure whichever is
less. Garages are further limited by setback. If the height of the sidewall exceeds nine
feet, the setback is increased two feet for every foot ofheight over nine feet.
Additionally, no garage placed at the minimum setback of five feet may exceed 19 feet in
height. Between five and 20 feet from the property line, the height may increase at no
more than a 1:1 ratio to side setback. For example, if the garage is setback 10 feet, the
maximum height is 24 feet.
Eden Prairie:
Definition: The vertical distance above a reference datum measured to the highest point
of the coping of the highest flat roof or to the deck line of the highest mansard roof or to
the average height of the highest gable of a pitched or hipped roof: The referenced datum
shall be selected by either ofthe following, whichever yields a greater height of building:
a. The elevation of the highest adjoining ground surface within a five-foot
horizontal distance of the exterior wall of the building when such sidewalk or
ground surface is not more than 10 feet above lowest grade,
b. An elevation 10 feet higher than the lowest grade when the ground surface
described in "a" above is more than 10 feet above Iowest grade. The height of
a stepped or terraced building is the maximum height of any segment of the
building.

Maximum Building Height: 15 feet on most residential properties, 30 feet in rural district.
Edina:
Definition: The distance measured from the average existing ground elevation adjoining
the building at the front building line to the top of the cornice of a flat roof, to the deck
line of a mansard roof, to a point on the roof directly above the highest wall of a shed
roof, to the uppermost point on a round or other arch -type roof or the average distance of
the highest gable on a pitched or hip roof. Existing ground elevation means the lowest of
the following elevations:
1. The grade approved at the time ofthe subdivision creating the lot,
2. The grade at the time the last demolition permit was issued for a principal
structure that was on the lot, or,
3. The grade at the time the building permit for a principal structure on the lot is
applied for.
Maximum Building Height: 11/2 stories or 18 feet whichever is less. Larger accessory
buildings allowed by conditional use permit may be a maximum of 20 feet in height.
Maple Grove:
Definition: A distance to be measured from the mean ground level to the highest point of
the roof.
Maximum Building Height: 15 feet except that the height of a garage may be approved
up to a maximum of 20 feet (without variance) when necessary to match the roof pitch of
the principal dwelling. Additionally, non -conforming garages may have additions
matching the existing height, up to a maximum of 20 feet.

Minnetonka:
Definition: The vertical distance above a reference datum measured to the highest point
ofthe coping of a flat roof or to the deck line of a mansard roof or to the average height
of the highest gable of a pitched or hipped roof, The referenced datum shall be selected
by either of the following, whichever yields a greater building height:
1. The elevation of the highest adjoining sidewalk or ground surface within a
five-foot horizontal distance of the exterior wall ofthe building when such
sidewalk or ground surface is not more than 10 feet above lowest grade.
2. An elevation 10 feet higher than the lowest grade -when the ground surface
described in item I above is more than 10 feet above lowest grade.
The height of a stepped or terraced building is the maximum height of any
segment of the building.
Maximum Building Height: 12 feet,

New Hope:
Definition: A distance to be measured from the mean ground level to the top of a flat
roof, to the mean distance ofthe highest gable on a pitched or hip roof, to the deck line of
a mansard roof, to the uppermost point on all other roof types.
Maximum Building Height: 15 feet for garages.
