ADJOURN Special Council Meeting 1 of 1 October 15, 2013 Page 1 City of Plymouth Hi lde Performance Center October, 2013 Page 2 INTRODUCTION The following report provides an overview of the Hilde Performance Center (Hilde) including historic information, current amenities, user groups and other operational data. Overall, the Hilde is a valued community asset hosting over 40 events and 30,000 visitors per year. As we look to the future, the City will need to make some decisions regarding the phased improvements and completion of the Hilde Performance Center. HISTORY In June of 2000, the City Council entered into an agreement between Al and Jayne Hilde, Jr., and the Plymouth Civic League, for the construction of the Hilde Performance Center within Plymouth Creek Park. The proposed contract explains that the Hildes would be providing 1,000,000 to the Plymouth Civic League (PCL), and the PCL would be responsible for all costs related to design and construction of the facility. Upon completion of the facility, the PCL would turn over full ownership to the City. In 2000, the concept drawings for the site were altered in order to meet the million -dollar budget set by the donor. Two significant changes worth noting; the basement of the Hilde was removed and the sides of the stage were increased in size to accommodate unisex bathrooms, scene storage and other necessary facilities. The other change was the roof beams. The steel beams were change to structural wood beams. These revisions were necessary to reduce the cost approximately $300,000 to reach the target budget of $1,000,000. On November 17, 2003, the Plymouth Civic League transferred ownership of the Hilde Performance Center to the City of Plymouth. In 2008, the City Council reviewed and approved concept plans for improvements to the Hilde Performance Center (Hilde). The improvements to the Hilde were proposed as a multi -phased project because of the difficult economic times. In 2010, the City Council authorized phase 1 improvements that provided interior site work to improve the seating and access for handicapped individuals throughout the Hilde site. Phase 1 improvement also included enhancement work for concession operations, the addition of tiered seating and a small stage, new trails, a fountain plaza area, and underground raceways for electrical sound system wires and video stations. The source of funding for the project was the Community Improvement Fund. In 2011, the phase 1 project was completed. Page 3 Phase 2 improvements to the Hilde Performance Center are currently scheduled for 2014 within the Capital Improvement Program (CIP). The phase 2 project focuses on the entrance and visibility of the Hilde along Plymouth Boulevard. As well, this phase would include an additional entry/gateway, a pond seating area, additional trails, restored "Big Woods" ecosystem, and a second plaza area. This phase would incorporate some of the City Center Design Standards (adopted by City Council in 1996). The Hilde Performance Center serves as the hub of activity for the City Center area. As defined by the City Center Plan, the Hilde..."is the place in Plymouth that welcomes all residents for functions that are oriented to community rather than commerce". In addition, this venue hosts multiple triathlon and walk/run events. Events at the Hilde are scheduled May through early October. The majority of events take place June through August, ranging from 2-5 events per week. In 2013, 43 events/programs were held at the Hilde. These components will be considered at a later time if deemed important. The estimated cost for completion of Phase 2 is $1,224,000. Staff anticipates that the overall design will need to be refined to address current site needs and/trends. Phase 2 cost estimates do not include contingencies, design and consultant fees. Currently the CIP has $1.4 million scheduled for 2014.
