Adjourn Agenda Number: TO: Dwight Johnson, City Manager FROM: Sandy Paulson, City Clerk, throu Laurie Ahrens, Assistant City Manager SUBJECT: Board and Commission Interviews DATE: November 26, 2002 for Special meeting of December 9, 2002 1. ACTION REQUESTED: Request staff to prepare a Resolution appointing individuals to Boards and Commissions for the January 7 Regular Council Meeting. 2. DISCUSSION: The City Council will interview individuals interested in serving on City boards and commissions on December 9. The attached Resolution is proposed and names will be filled in based on the Council's discussion following the interviews. Terry Goodfellow -Heyer, whose term will be expiring on the Environmental Quality Commission, has requested to not be reappointed to this commission. She requests to be considered for the Plymouth Advisory Committee on Transit (PACT) or the Park and Recreation Advisory Commission (PRAC). Ned Carroll who is serving on the Shingle Creek Watershed District, has requested to be considered for appointment to the Park and Recreation Advisory Commission. If he isn't appointed to this commission, he would like to continue serving on the watershed district. 09 At the November 19 Study Session, the Council directed staff to prepare a Resolution for the dissolution of the Public Safety Advisory Board for the December 17 Council meeting. Staff contacted the current members of this board and encouraged them to apply for positions on other boards and commissions if they so desired. State law provides that the Mayor makes appointments to the Housing and Redevelopment Authority, with the confirmation of the City Council. All other appointments are made by the City Council. The applicants of all individuals not selected for appointment at this time will be kept on file in the event of a future commission vacancy during 2003. 5. ALTERNATIVES: The City Council should review the proposed Resolution and make any desired changes. 6. DATE: December 6, 2002 TO: Dwight Johnson, City Manager FROM: Laurie Ahrens, Assistant City Manager SUBJECT: Deputy Mayor and Council Coordinating Representatives The City Council has included discussion of the 2003 Deputy Mayor and Council Coordinating Representative appointments on the December 9 study session. Deputy Mayor The City Charter and City Code require that the Council select a Deputy Mayor from among its members at or before the first regular meeting of each year. The Deputy Mayor performs the duties of the Mayor during the disability or absence of the Mayor from the City or, in case of a vacancy in the office of Mayor, until a successor has been appointed and qualifies for office. Councilmember Kelli Slavik served as Deputy Mayor in 2001, and Councilmember Judy Johnson served as Deputy Mayor in 2002. Council Coordinating Representatives Each year, the City Council considers appointments of Council Coordinating Representatives (CCR), as well as appointments to other agencies and boards. The following table lists the CCR positions, as well as the individuals appointed in 2002. A resolution will be prepared for consideration at a January Council meeting based on the Council's direction. City Manager SUBJECT: Applications for City Council Vacancy Attached are the applications received for the upcoming City Council vacancy. The December 9 agenda includes review of the applications and selection of finalists to be interviewed on Monday, December 16. Until an individual is declared a finalist and invited to interview, their name is confidential under the Data Practices Act. Councilmember Johnson also requested that we contact all applicants to determine their interest in serving on an advisory board or commission. The attached page indicates the results of our calls.
