Discuss Comprehensive Plan Update 3. Adjourn Agenda Number: C2 TO: Laurie Ahrens, City Manager FROM: Anne Hurlburt, Community Development Director , SUBJECT: COMPREHENSIVE PLAN UPDATE (2005050) DATE: April 28, 2005 for the Special City Council Meeting of May 2, 2005 The Council has set a special meeting to discuss the update of the City's Comprehensive Plan and to give direction to staff regarding the scope, process and schedule for the project. To begin the meeting, staff will make a brief presentation covering: Recent Metropolitan Council plans and their impact on Plymouth's planning; Statutory requirements and deadlines; and Issues that have already been identified for the Plan update. After the Council's discussion (and a similar discussion that will be held with the Planning Commission at their May 4 meeting) staff will develop a schedule for the project. We will also prepare the scope(s) of work that we will use to seek the necessary consulting services to assist us with the project. We hope to come back to the Council for approval of those items at tentatively) the May 24 regular City Council meeting. Staff has prepared a series of questions that Council may wish to consider, to start the discussion: What are your "top three" issues that need to be addressed in the plan? (other than land use for NW Plymouth, which has already been agreed upon as an issue.) 2. What doesn't work for you in the current Comprehensive Plan? In other words, what aspects of the Plan would you like to change? What are some of the aspects of the current plan that have worked well? In other words, what are some of the best features of the Plan that should be retained? 4. What do you see as the appropriate role for the Planning Commission? For the Council? 5. Who are the key stakeholders in the process? In other words, who needs to be involved to make sure we have a good process and a good plan at the end? 6. What types of mechanisms for citizen involvement and communication do you think work best? We look forward to this important discussion and the following planning for the future of Plymouth. 2
