Presentation On Aquatic Vegetation Management Plan: The Aquatic Vegetation Management
Group (AVM Group), was formed in January of 2002, as recommended by the Medicine Lake subcommittee. The
group has now completed their plan and will be presenting it to the EQC. The EQC needs to evaluate the plan and
forward a recommendation to the City Council. Karen Chesebrough & John Barten.

The Elm Creek 2°d Generation Water Plan. The Elm Creek Watershed Commission is developing their
2"d Generation Water Plan. The Plymouth City Council has asked for the E C's input on this plan.

EQC's Proposed 2003 Budget and Action Plan & Displays. At the September EQC meeting,
members had asked to review the proposed 2003 budget and action plan.

Discussion and review of the Plymouth Storm Water Utility Fee. Councilmemebr Scott Harstad
requested EQC to review funding for the implementation of the Plymouth Surface Water Management Plan -
specifically funding for the implementation of Medicine Lake. The EQC needs to evaluate if further study is
needed.

Storm Water Phase II Permit: An Overview. Since mid 1980's, the US Environmental Protection
Agency has made an effort to regulate the pollutant loading of storm water runoffs. Beginning in 1990's, all cities
with population over 100,000 have had to implement a storm water management program to address the pollutant
loading in municipalities. Starting March 2003, the EPA will be requiring most other cities in the large metro areas
to also develop a detailed storm water management plan to address. These plans need to address specific minimum
requirements to reduce pollutant loading from storm water runoff. A brief presentation will be provided to the
EQC.

Homestead Filing Deadline is Dec. 16
If you are a new homeowner or qualifying relative of a homeowner, make sure you don't miss
an opportunity to save money on your property taxes. Be sure to file for homestead classification by
Dec. 16.
You must occupy the home by Dec. 1, 2002 to be eligible for the homestead tax credit for taxes
payable in 2003. The homestead status on your home will stay in effect as long as you own/occupy the
home. To qualify for a homestead tax credit, you must meet all of the following requirements.
• You must be one of the owners of the property, or be a qualifying relative of at least one of
the owners. To be a qualifying relative, you must be the owner's child, daughter/son-in-law,
stepchild, parent, parent -in-law, stepparent, grandchild, grandparent, grandparent -in-law,
sibling, sister/brother-in-law, aunt, uncle, niece or nephew.
• You or your qualifying relative must occupy the home as a primary residence; and
• You must be a Minnesota resident. (If the property is the primary residence of a qualifying
relative of the owner, the owner does not need to live in Minnesota.)
Only new owners/occupants must file for homestead. Homeowners who have filed for
homestead previously and have not moved, sold or rented their residents remain on record as
homesteaded.
To file for homestead, bring a copy of your warranty deed or contract for deed and the social
security numbers of all owners to the Assessing Division at City Hall, 3400 Plymouth Blvd. Hours are
8 a.m. - 4:30 p.m. on Mondays, Wednesdays, Thursdays and Fridays, and 8 a.m. - 6 p.m. on Tuesdays.

Bus Service into Plymouth Reserve begins November 11
Plymouth Metrolink, the transit service operated by the City of Plymouth, will open a
new Transit Station at 5300 Cheshire Lane North on Monday, November 11. This will
be the first of three bus pick-up points planned to extend Plymouth Metrolink bus
service into The Reserve development in northern Plymouth.
Existing Route 777 provides service from northern Plymouth locations to downtown
Minneapolis via Highway 55 and I-394 during the peak morning and evening
commuter times. "The existing Route 777 will continue east on Schmidt Lake Road
and north on Cheshire Lane, extending to the new Transit Station in The Reserve. The
bus will then return to Schmidt Lake Road and continue it's current route south on
Fernbrook," said Plymouth Metrolink Transit Administrator Pat Qvale. "This
additional stop will not extend the current travel time, and Route 777 will still make
all existing connections with Routes 772 and 774."
Starting Monday, November 11, the bus will stop at the new Reserve Transit Station
in the morning at 5:52, 6:22, 6:52, 7:22, and 7:52 a.m. The afternoon stops will be at
4:28, 5:03, 5:33, 6:03, and 6:38 p.m.
The Reserve Transit Station is the first, fully enclosed bus waiting area constructed by
Plymouth Metrolink. It is a free-standing building and will have heat, air-conditioning
and toilet facilities when completed. It is a Walk -Up station without parking facilities,
and is the first station designed without park -&-ride spaces in the metro -suburban
area. Additional neighborhood shelters will be opened as road construction is
completed in The Reserve development.

SUBJECT: COUNTY ROAD 73 CORRIDOR STUDY (20011 -5'5)
Dear Property Owner:
Since last spring, the City of Plymouth has been conducting a land use study of the
County Road 73 corridor. The property included in the study area is bounded by
Highway » on the north and the City of Minnetonka border on the south. It includes all
the properties on both sides of County Road 73 from the Minnetonka border to South
Shore Drive. It also includes the properties along both sides of Cottonwood Lane to the
west of Plymouth Shopping Center.
On October 16, 2002, the Plymouth Planning Commission recommended several changes
to the City's Comprehensive Plan. These recommended changes carne about as a result
of the County Road 73 Corridor Study.
On Tuesday, November 12, 2002 at 7:00 p.m. in the Council Chambers at the
Plvmouth City Hall, 3400 Plymouth Boulevard, the City Council will consider all the
information prepared for the corridor study as well as the Planning Commission's
recommendations from their October 16 meeting and recommendations prepared by City
staff and planning consultants. All of this information will be included in a detailed staff
report that will be available to the public after 3:30 p.m. on Friday, November 8, 2002 at
the Community Development counter.
The recommendations adopted by the Planning Commission are as follows:
■ A change from C (Commercial) to MYD (Mixed Use) for the two properties
south of Highway >j on the east side of Cottonwood Lane, the two properties that
make up the Plymouth Shopping Center site and the undeveloped property
immediately to the east.
■ A change from LA -1 (Living Area 1) to LA -2 (Living Area 2) for the two
properties fronting on the east side of County Road 73 1=ediately north of the
border with the City of Minnetonka.
■ A text change in the land use guide plan 1) summarizing the guide plan map
changes and the transportation plan change and 2) indicating that the City will
initiate reguiding of the two parcels currently guided LA -1 (Living Area 1) and C
(Commercial) on the north side of Sunset Trail opposite the Plymouth Apostolic

Lutheran Church if County Road 73 is upgraded, resulting in these parcels
becoming isolated from the remaining single family homes in the area.
• A text change in the transportation plan to identify the City's preferred design
standards for an upgraded County Road 73, including a three -lane section south of
Sunset Trail with paved shoulders, a trail on one side and sidewalk on the other
and boulevard trees and a four lane section running straight from the current
intersection with Sunset Trail to South Shore Drive.

Development Information Counter (lower level), on Mondays and Wednesday through
Friday from 3:00 a.m. to 4:30 p.m., and Tuesdays from 8:00 a.m. to 6:00 p.m., except
holidays.

The Bassett Creek Water Management Commission will conduct a Public Hearing at its January 16, 2003
meeting to consider the approval of a project and funding to flood proof homes along the Main Stem that
were not flood proofed as part of the original Flood Control Project and those homes along the trunk system
that do not have 100 -year flood protection. The funding for the flood proofing project would come from fund
balances remaining from the Flood Control Project,
The hearing will be held at 12:00 Noon, in the second floor City Council Conference Room, City Hall, City
of Golden Valley, 7800 Golden Valley Road, Golden Valley, Minnesota. All interested parties are invited to
attend.

Hennepin County Community Corrections staff has submitted their monthly report on average
daily population for the month of October 2002.
The average daily population reported for the Plymouth facility in October was 547, less than the
occupancy limit of 601 set by the Conditional Use Permit.
The chart below shows the average monthly population since we began receiving reports in June
of 1998.

Please find attached ridership information for Plymouth Metrolink through September, 2002.
The attached graphs represent actual ridership by month (Ridership Graphs) and Passengers per
Day for each month.
Overall system ridership is up by 6.3% over last year at this time. In September of this year we
carried 1,645.43 passengers per day on the Metrolink system, the largest number of passengers
per day ever and an amount 44% greater than the system ridership was in September, 1998. This
increase represents enough passengers to fill 12.6 more 40 foot buses per day in September, 2002
than in September, 1998.
Reverse Commute ridership is beginning to show signs of recovery from the recessionary
doldrums it has experienced since the middle of last year. September ridership on the reverse
commute routes was at its highest level since April of 2001 with 234 passengers per day.

Dear Marge,
I wanted to tell you about our early results with our grant work. We planted about
a dozen cardinal flowers earlier this year. They bloomed profusely in the wetland
buffer zone in late summer. A byproduct of this, seems to be hummingbirds.
Several Gramercy residents have mentioned they have seen hummingbirds at
their deck flowerboxes for the first time. We have planted about loo more
cardinal flower plants this fall and can hardly wait till next year #o see what
happens!
Ruth Booman took close-up pictures of the wildflowers that have been blooming
and put them on our community bulletinboard. She has had many comments on
them. Since residents have become aware of our project, they have been telling us
what they have seen out their windows and as they walk behind our building to
Rolling Hills Park.
We laid a tree branch from the shore into the pond. Within hours a green heron
was perched on it, and painted turtles were sunning on it regularly until the
weather turned cold.
We're very excited about our project. We appreciate the City of Plymouth offering
us this opportunity, to make our neighborhood a better place.

Dear Owner/Occupant:
This letter is written to inform you that Michael Stiegler and Sonja Savre, under file
2002139, submitted a planning application requesting approval of a variance to allow the
placement of a 6 -foot privacy fence in a front yard, where 3 feet is the maximum height
allowed for a privacy fence in a front yard by the Zoning Ordinance for property located
at 4115 Forestview Lane North.
While a formal Public Hearing is not required, it is the City's policy to inform adjacent
property owners/occupants of such applications. Hennepin County records indicate your
property is within 200 feet of the site of this proposal. You are hereby notified of and
cordially invited to attend a meeting to be held by the Plymouth Planning Commission at
7:00 p.m., Wednesday, November 20, 2002, in the City Council Chambers at the
Plymouth City Hall, 3400 Plymouth Boulevard.
INFORMATION relating to this request may be examined at the Community
Development Information Counter, at Plymouth City Hall on Mondays and Wednesday
through Friday from 8:00 a.m. to 4:30 p.m., and Tuesdays from 8:00 a.m. to 6:00 p.m.,
except holidays. If you have any questions about the specifics of this proposal, please
