Plymouth City Council seeks Applicants for Vacant City Council Seat
Voters elected current At -Large City Councilmember Judy Johnson to the position of Plymouth
Mayor on Nov. 5. When Johnson assumes the mayoral seat in January 2003, she will resign her seat as
an At -Large Councilmember on the Plymouth City Council.
In anticipation of the vacancy that will be created by Johnson's resignation, the Plymouth City
Council is seeking applications from citizens who are interested in serving the remainder of the At -
Large term. The remaining term runs through December 2004.
Applications will be accepted through Fri., Dec. 6. Applicants must be eligible voters and
current Plymouth residents.
Under the City Charter, the City Council is charged with appointing a citizen to fill the vacant
seat. The City Council will review all applications and conduct interviews with the finalists in mid-
December.

Young people learn by watching what others do. Research suggests that those who have positive
role models in their lives are more likely to make healthy choices.
Community Ahead, a local community asset -building initiative, is sponsoring an annual "In the
Spirit of Youth"Role Model Campaign. The purpose of the campaign is to identify and honor
women, men and young people who are committed to helping children and youth succeed. As in
the past, this year's role models will be recognized at a ceremony during We Care About Kids
Day, Saturday, February 1, 2003.
We need your help! Please distribute and /or post the enclosed role model nomination form(s). Or
better yet, nominate a role model yourself. Remember, the role models we are looking for are
"everyday" people who make a difference in the lives of youth.
Completed nomination forms can be returned to: We Care About Kids, 4139 Regent Ave. N.,
Robbinsdale MN 5.5422 or faxed to 763-504-4944 no later than Monday, December 2, 2002.

NOTICE OF SPECIAL EVENT
To Mayors/City Administrators:
Last year, Canadian Pacific Railway's Holiday Train visited more than two dozen communities in the
Midwest, helping food banks gather 12 tons of food and nearly $50,000 in cash. Many of you
participated where we stopped or took time to view the lighted train as it passed through your
communities. We are truly grateful for the civic support we received last year.
We're coming back again the second week in December and hope you will help us again support this
important cause. We've added some stops, will revisit many communities on our line and have altered
times so last year's daytime viewers can see the train at night.
New this year is live entertainment, performing from a stage car on the train or off the back platform.
At our scheduled stops, country music artists Randall Prescott, Tracey Brown and Patricia Conroy
along with two members of the Canadian teen pop music group "The Moffatts," will perform. Of
course, Santa will join us again to greet the children.
Because of its unique look — thousands of Christmas lights on the locomotive and trailing cars - it will
likely generate heavy interest among residents and train enthusiasts as it did last year. ` The train will
operate primarily after dark starting at 4:00 pm and ending each evening by midnight.
We want you to be aware of the event should questions arise before the train moves through your
community. We will be actively working with the media to publicize the events surrounding the train
_ prior to its arrival.
The enclosed posters include the scheduled stops where special events are planned to supporta local
food shelf. The times shown are when the live performances will take place ... expect the train to
arrive at least 15 minutes in advance of a performance. There is substantial support from these
communities for the special train and we are hopeful it will help area food drive efforts. Neighbors of
the CPR are more than welcome to visit at any of the stops.

During 2001-2002, Plymouth Creek Christian Church carefully planned, designed and
placed signage on the corner of Old County Road 9 and Vicksburg in accordance with
regulations and requirements of the city of Plymouth. We and our contractor consulted
with the City of Plymouth so that we would be in compliance with codes and regulations
and even put of a ".test" sign to assure good sight lines. There was no question as to
where this sign would be placed.. Not ever receiving notification that there would be
semaphores placed on the corner of Old Rockford Road and Vicksburg, we were not
able to take that into consideration and the sign was put into place.
After reading in the Plymouth newsletter that the installation of traffic lights on Vicksburg
Lane and Old County Road 9 were eminent, we scheduled and met with several staff
members regarding our concerns. Planner Rebecca Stoen, Assistant City Engineer
John Hagen, and Water Resources Engineer Shane Missaghi were present at the
meeting. At that time we expressed concerns with the process of non -inclusions in the
sighting process and in fact our greater concern with the placement,of the equipment
controlling the lights. We were assured that the project be built -as designated which had
the control boxes placed to the west of the, standards holding the lights.
Once the semaphore project began, we took a wait and see position, assuming
erroneously that consideration would be made in the placement of the electrical box and
other equipment. The end result is obstruction to the sight line of the sign from at least
one vantage point and we fear more difficult once, the landscaping around the project is
completed.
Our concern is not the placing of the semaphores themselves. We agree that there
needs to be some traffic control both there and on 41St Avenue North. We are
concerned that there was no notification as to your intent or consideration of the needs
of the property owners that abut the right of way.
Replacement of the sign will be a costly endeavor yet we are under restriction of the
usage of banners, or wall signs as per city regulations. We would like to confer with you
concerning the options that are available to us to eliminate this problem.
