AMM is currently seeking volunteers to serve on our four summer policy committees
— Housing & Economic Development, Metropolitan Agencies, Transportation &
General Government, and Municipal Revenues & Taxation. Enclosed you will find a
description of each committee and a listing of potential topics to be discussed, along
with a schedule of committee meetings and a sign up form.
This is one time of year when AMM really depends on the active participation of all
of our members. With numerous changes on the horizon, 2003 is likely to be a
significant year for metro -area cities. Not only will there be many new legislators,
but there might also be a different Governor and a new Metropolitan Council. With
or without these changes, issues such as state aids to cities, environmental protection
and land use and zoning authority are likely to receive significant attention. We need
your involvement in order to develop strong, clear policy positions that will direct our
work and represent your interests.
Please return the enclosed form by July 1, 2002. If you have any questions, please
call Kris Wilson at (651) 215-4003.
NOTE: This bulletin was mailed to mayors, managers/administrators,
councilmembers and individuals that served on our 2001 summer policy committees.
However, all city employees, including finance directors, community development
and planning directors, and city engineers are welcome to participate. Therefore, we
would appreciate it if you would route this information to these individuals.

The Housing & Economic Development Committee
considers all issues related to housing, economic development and o
redevelopment. This includes affordable and inclusionary housing, •
and development/redevelopment tools such as tax increment financ-
ing (TIF). Some of the issues to be addressed by this year's commit-
tee include:
• The Met Council's efforts to determine "regional housing need" •
and allocate shares of that need to individual communities. •
e
• Innovative ways for cities to fund building and inspection activi-
ties without increasing the cost of housing. •
• The appropriate definition of "affordable" housing and the tar-
geting of public resources.
• The role of cities in redevelopment, and proposed redevelopment
funding programs being considered by the Met Council. •
• The Met Council's up--oming review of cities' Housing Perfor-
mance Scores (i.e."100 Points").
This committee meets on Thursdays from 11:30 a.m. to 1:30 p.m.
Meeting dates are July 18, August 8, August 22, September 12 and
September 26.
The Metropolitan Agencies Committee
considers legislative issues related to the Metropolitan Coun-
cil, as well as Met Council policies that impact cities. Some
of the issues to be addressed by this year's committee in-
clude:
• Blueprint 2030, including the Council's new MUSA
Policy, the Natural Resource Inventory (NRI), and popu-
lation forecasts.
Association of • Timing of the regional blueprint, comprehensive plan
Metropolitan updates and the federal census.
Mu n i c i pa I i ti es • Cities' authority to impose local growth controls, par-
ticularly in light of Blueprint 2030.
• Balancing development and environmental protection.
This committee meets on Tuesdays from 11:30 a.m. to 1:30
p.m. Meeting dates are July 16, August 6, August 20,
September 10, September 24.

Subject: Plymouth Surface Water Fee
Dear Mayor Tierney,
I just received my utility bill from the city and it reminded me that there are still several unresolved
issues concerning the city's surface water fee.
I have written a number of letters, talked to many city staff and council members, made numerous
phone calls, and received promises or target dates when action would be completed. These
range from last August to this April and I am aware of no final action to -date. It is now 11 months
since the fee ordinance was passed and we still do not have the related issues resolved!!
We at Harrison Place Townhomes just want to be treated equally and fairly. We desire and I feel
deserve the same services and incentive opportunities as everyone else in the city. We feel that
we are now paying for city services and not receiving all of them.
We still have issues and concerns on:
1. Future pond maintenance
2. Incentive credit for our investment in our ponds
3. The logic by which various parcels in the city are charged different surface water fees. We don't
feel rhe current process treats us fairly!
One of our concerns has been addressed. I would like to thank you and the city for arranging to
get our ponds dredged using funds from the developer. Mr. Dan Faulkner made this happen and
we are very grateful.
I would appreciate your looking into this matter and delay and resolving it. If I can be of any
assistance to further explain our concerns please contact me.

Dear Laurie,
On behalf of the clients, Board of Directors, and staff of TEENS ALONE, I want to thank the
City of Plymouth for approving our request for $2,000.
Teens Alone has been serving Plymouth young people and their parents since 1993. As you
know, our services are free and confidential. Staff are typically able to respond to a request for
service within 24 hours, often the same day. Another unique aspect of the Teens Alone program
is that counseling staff will go to clients rather than requiring them to meet at a specific location.
Many Plymouth families tell us they feel much more comfortable talking about family issues
sitting around their own dining room table than in a more "clinical" or even a school
environment.
Last year, Teens Alone served 53 Plymouth youth and 12 parents with free and confidential
crisis and short term counseling. Our mission is to:
provide free and immediate services including crisis intervention, short term counseling,
facilitation of safe shelter, and community outreach to west suburban teens and their families
in order to reduce conflict and reunite families
Plymouth (and the Wayzata School District) is represented on the Teens Alone Board of
Directors by:
• Renee Showalter -Hanson, Special Education Teacher at WHS and
• Stan Hunt, retired General Mills
On our Youth Advisory Board by WHS Junior and Plymouth resident:
• Amber Theeuwen
We appreciate your continued support as we work together to meet the needs of youth and
their families in the Plymouth community.
