Plymouth Police Department advises parents:
Secure children safely in vehicle;
Proper child passenger restraint a focus during enforcement period
Plymouth police officers will focus on preventing child fatalities and injuries related to
motor vehicle crashes during a Minnesota Department of Public Safety (DPS) Safe & Sober
enhanced enforcement period from Feb. 11 through Feb. 17. According to the DPS Office of
Traffic Safety (OTS), nearly 70 percent of child fatalities and severe injuries in Minnesota
crashes could be prevented if children were properly secured in motor vehicles.
Plymouth officers will enforce the Minnesota Child Restraint Law. Under the law, drivers
can be cited for improper child restraint use. "Sometimes, parents need assistance—especially
when it comes to securing children correctly in a vehicle," says Lt. Mike Goldstein "We're going
to educate our community and help drivers understand how to keep their kids safe in a vehicle."
According to the OTS, 65 percent of child safety seats in Minnesota are used incorrectly,
and 27 percent of child safety seats are so grossly misused they provide for no safety function at
all. The misuse or non-use of child restraints contributed to 63 fatalities or injuries of children 4
years of age and younger in 2000.
Other reports also highlight Minnesota's child restraint problems. According to the Boost
America! 50 State Study, 92 percent of Minnesota parents or caregivers have heard or read about
booster seats, but only 30 percent of parents or caregivers actually use them with their 4 to 8 year
olds.

The Safe & Sober campaign is funded by the National Highway Traffic Safety
Administration and administered by the DPS Office of Traffic Safety. The program was designed
to reduce traffic crashes and serious injuries.

Plymouth Fire and Ice Cancelled Due to Unseasonably Warm Weather
For the second time in its 13 -year history, the Plymouth Fire and Ice Festival is being
cancelled. The annual outdoor event, which had been scheduled for Feb. 2, has fallen victim to this
winter's unseasonably warm temperatures and lack of snow.
The community event typically takes place on Parkers Lake at Co. Rd. 6 and Niagara Lane in
Plymouth. The festival features ice skating, dog sled rides, ice sculpting demonstrations, fireworks, ice
fishing contests and more. "The weather is just not cooperating with us this year. We need snow, ice
and a frozen lake to hold the festival. This year we just don't have the right conditions," said
Recreation Supervisor Karol Greupner.
The only other time the festival was cancelled was in 1996 when wind chills were 40 degrees
below zero, according to Greupner. "This year we're at the other end of the spectrum compared to
1996," Greupner said.
The City of Plymouth sponsors the Plymouth Fire and Ice Festival with support from area civic
organizations and businesses.

Dear Plymouth Resident:
Prior to final approval of the County Road 101 construction plan by the Plymouth City
Council, several open houses were held to receive public comment on the road
construction plan including the landscaping element. A revised landscaping plan has been
prepared which incorporates the comments received during the preliminary plan review
open houses.
An open house will be held on Thursday, February 7, from 5:00 to 8:00 p.m.,
Plymouth Room A, at the Plymouth Creek Center, 14800 — 34`h Avenue North to
receive comments on the revised landscaping plan from property owners, adjacent to the
County Road 101 project corridor. The corridor extends from 301h Avenue North to State
Highway 55. If you are unable to attend the open house, a plan is on file in the Plymouth
Engineering Department for review by the public prior to the open house. If you wish to

maintenance parallel with, and north of Schmidt Lake Road either on or near your
property. Sediment and vegetation will be removed from the drainage way with a
backhoe as necessary to improve the flow of stormwater to the wetland outlet pipe. This
action is necessary to reduce temporary street flooding on Schmidt Lake Road during
heavy rain events.
Some tree removal is necessary. They have paint marks on them for identification
purposes. While the exact date of when the work will be done is not known, it will most
likely occur sometime this winter. Since this is the only formal notice that you will

MHFA Releases Inclusionary Housing Recommendations
On Wednesday, Jan. 23, Commis-
sioner Kit Hadley of the Minnesota
Housing Finance Agency (MHFA)
released her draft recommenda-
tions to the Legislature regarding
inclusionary housing. The
Commissioner's recommenda-
tions were developed through dis-
cussions with an advisory commit-
tee (which included representa-
tives from AMM) and research on
programs throughout the country,
The recommendations will be
transmitted to the legislature and
a bill incorporating the recommen-
dations will be introduced this ses-
sion.
The Commissioner's recommen-
dations include:
• Adoption of a Mixed Housing
Development Bill.
• Expanding the tools and chang-
ing the methods by which cities
pay for road projects, including
collector streets.

• Changing the burden of proof
in disputes between developers
and cities. In cases where a pro-
posed development is consistent
with the city's zoning ordinance the
burden would be on the city to
prove health or safety concerns.
9 Requiring a cost impact state-
ment when (1) a city imposes regu-
lations on a housing development
that are in excess of the state's
building code, (2) a city amends
its zoning ordinance; or (3) a city
requires a developer to reduce a
project's density even though the
development complies with the
city's zoning ordinance.
• Establishing a technical advi-
sory group of the Construction
Codes Advisory Council to de-
velop model ordinances that re-
duce the costs of compact, mixed
use, new development and in -fill re-
development.
The Mixed Housing Development
bill would provide that if a devel-
oper proposes a mixed housing
development, then the city must, in
good faith, offer "reasonable regu-
latory accommodations" to facili-
tate the economic feasibility of the
development. "Reasonable regu-
latory accommodations" would in-
clude increased density, smaller
set -backs, smaller street widths
and smaller lots. A "mixed hous-
ing development" would be de-
fined as a development that in-
cludes at least one of the following
(1) both for -sale and rental hous-
ing, with at least 211 percent of the
units rental; (2) rental housing
where at least 20% Oi the units are
affordable to households earning
50 percent of the median income
or at least 40% of the units are af-
fordable to households earning
60% of the median income; (3) for -
sale housing where at least 20%
of the units have a selling price
below the area's median selling
price.
The legislation would exempt cit-
ies in counties with a population of
30,000 or less and cities that have
adopted an inclusionary housing
ordinance. The legislation would
also provide a high priority for
MHFA funding for developments
located in a city having an
inclusionary housing ordinance or
built underthe provisions of the act.
AMM is in the process of review-
ing the recommendations and
would appreciate input from mem-

GTS Offers New Format for
Advanced Zoning Course
The Government Training Service (GTS) is now of-
fering its "Advanced Zoning" course in four- sessions
over the course of four months. The course will be
held in the LMC building during the lunch hour (11:30
a.m. to 1:00 p.m.) on February 13, March 13, April
10 and May 15. The new format is designed to ac-
commodate busy schedules and is in addition to
the traditional full day session. if you are interested
in either format for this course, please contact GTS
at (651) 223-5307 for additional information.
NRI Update: The Metropolitan Council and
its partners continue to work on a natural resources
inventory for the seven -county metropolitan area.
Maps illustrating "regionally significant" natural re-
sources are scheduled to be completed March 6.
Met Council Announces
2030 Population Forecasts of
an Additional 930,000 Residents
The Metropolitan Council has released new popula-
tion forecasts that project 930,000 new residents for
the seven -county metropolitan area between 2000
and 2030. The previous forecast, which only went
out to the year 2020, had projected 500,000 new
people in the region. The new forecast also projects
that the region will be home to 460,000 new house-
holds and 550,000 new employees by the year 2030.
The projections would result in a regional population
of 3.6 million in 2030, as compared to the current
population of 2.6 million, and approximately 1.5 mil-
lion households in 2030, as compared to 1 million
today. While births still represent a majority of the
growth, migration is becoming an increasingly im-
portant source of new residents.
The new forecast projects 75,000 more households
by 2020 than cities currently have planned for in their
comp plans.
The Council is expected to see sub -regional break-
downs of this forecast at their Jan. 30 meeting.

LAKE WOODS ADDITIONS (BASS LAKE ROAD AND DEERWOOD
LANE)
This is to inform you that you may be contacted by Tom Belting, the developer of the
Pike Lake Woods residential subdivision north of Bass Lake Road at Deerwood Lane and
Forestview Lane, for the purpose of meeting to discuss "issues" that he has with the City.
Over the past few months, staff has met with and provided information to Mr. Belting
regarding the financial guarantees involved with his development, right-of-way and
easement concerns, legal descriptions, developer agreements, pond maintenance
agreements, etc.
On December 18, 2001, Mr. Belting provided an envelope full of various information
relating to his concerns and issues which I believe he intended for all the Councilmembers
to read. This information is available in my office if any Councilmembers are interested
in reviewing it. Staff has, to the best of our abilities, provided Mr. Belting with any and
all information that he has requested and we are available to meet with him individually
or in a group meeting with any Councilmembers.
